- Background: The Republic of Somalia has received financing from the World Bank towards the cost of the De-Risking, Inclusion and Value Enhancement of pastoral economies in the Horn of Africa Project (DRIVE) projects; and intends to apply part of the proceeds of the above project to finance the position of DRIVE Project Focal Point Somali Bureau of Standards to support the Somali Bureau of Standards in the overall planning and management of all the project activities.
The project development objectives are to enhance pastoralists’ access to financial services for drought risk mitigation, include them in the value chains, and facilitate the livestock trade in the Horn of Africa.
2 Responsibilities: Responsible for the quality infrastructure program coordination across the country, concept design, implementation, and reporting requirements. Adapt and work DRIVE project implementation manual that are in line with the World Bank Anti-Corruption Guidelines, which includes the requirement for application of the Anti-Corruption Guidelines to drive quality infrastructure project activities. Responsible for organizing and coordinating the stakeholder engagement meetings, consultations, workshops and capacity development initiatives both inside the country and regional based initiatives. Monitoring project progress and creating project status reports and create and maintain comprehensive project documentation, plans and reports. Provide technical directions with concrete, measurable targets to SoBS staff on expected project outcomes. Establishing operating arrangements for financial management and accountability, including ensuring all supporting documents are maintained and an orderly filing system is in place. Coordinate and manage project schedules, resources, equipment and information in line with the project requirements, scope and objectives. Assist the Director General with the preparation of procurement plan including goods, consulting, and non-consulting services consistent with procurement guidelines of the funding Development Partners and the specific provisions of the Grant Agreement. Coordinate other SOBS quality infrastructure program implementation including Pre-shipment Verification of Conformity (PVoC) and Product Conformity Assessment (PCA). Coordinate monitoring and evaluation activities of the project. Carry out other functions related to the project that will, from time to time, be agreed upon between the funding partner or with SoBs management. - Duration: The proposed duration for the assignment is Twelve Months (12) calendar months from starts date.
- Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
- Have a master’s degree in social science and business administration with other qualifications in program management and coordination. Having program management certifications is added value.
- 8+ years of program management implementation, coordination, monitoring and evaluation and stakeholder engagement
- Experience with the implementation of World Bank grant operations and applied knowledge of World Bank fragile states and trust fund policies and procedures
- Track record of successful coordination with government and private sector stakeholders and with the international partners
- Readiness to work and travel in places of insecurity, under strict security directives
- Willingness to work in a multi-cultural environment and respond to tight deadlines continually
- Ability to work with people from different social and educational backgrounds
- Reputable person with good character, knowledge, skills, and proven capability in planning, development, and government policy formulation
- Someone with knowledge of Somalia generally and sensitive to the underlying social, economic and cultural context in particular

- Demonstrated ability to lead a multi-disciplinary project management team, build effective working relations with colleagues and clients, and capable of working under pressure, with good experience in leadership and strategic management of project team at the national level
- Proven experience in Project Management, coordinating, cooperating, and negotiating with high-level Government officials, donor partners, and a multitude of local stakeholders
- A charismatic change agent – with extensive experience in context-specific – practical techniques for change management.
- Complete fluency and writing skills in Somali and English
- Knowledge of quality infrastructure, standards, certification

Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services dated in September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
