TERMS OF REFERENCE (TOR) FOR INDIVIDUAL CONSULTANCY FOR AN ECONOMIC INCLUSION SPECIALIST TO SUPPORT THE BAXNAANO PROGRAM 

Background

The Federal Government of Somalia, in partnership with the World Bank, is implementing the Somalia Shock Responsive Safety Net for Human Capital Project (SNHCP) through the Ministry of Labor and Social Affairs (MoLSA)’s Social Protection Platform known as “Baxnaano”. The project will support a jobs intervention pilot with the purpose of increasing employment and earning opportunities among targeted youths. The main beneficiaries of the proposed intervention will be youth between 18 and 35 years of age, who are without jobs and have experienced extended spells of unemployment or who are currently working in vulnerable jobs.  The level of education of targeted beneficiaries will be up to Form 4. The intervention aims to reach over 1,000 youths during the project period with interventions on socio-emotional and soft skills training, technical skills training through work-based learning and business support including provision of stipends, grants, business development services and mentoring. This assignment will be implemented in Mogadishu, with beneficiaries selected from Daynile district. In order to design and implement this activity, MoLSA requires the support of an individual consultant to support Economic Inclusion component under the Baxnaano Project Implementation Unit (PIU) and  under the direction of the PIU project coordinator.

(b) Objectives 

The main objective of this consultancy is to provide support to the Federal Government of Somalia and Baxnaano in designing, implementing, and managing the Economic Inclusion (EI) component activities. The Economic Inclusion Specialist will be responsible for (a) supporting the Baxnaano PIU Project Coordinator in the general management and various technical and administrative activities touching on the EI component; (b) providing regular communication to the Baxnaano PIU Coordinator, Director General, and World Bank under the guidance of Baxnaano (c) ensuring functional operational systems and effective process flow; (d) supporting the EI component and supervision of the Economic Inclusion firm and Third Party monitoring firm with overall day-to-day management of the project activities; and (e) supervising, under the guidance of the project coordinator, the day-to-day management of monitoring and evaluation, the management information system (MIS), financial management, and procurement related to the EI component.

(c) Duties and Responsibilities

The specific duties and responsibilities of the Economic Inclusion Specialist  include the following:

  1. Support the Baxnaano PIU project coordinator, and other technical officers with inputs into the EI component with the day-to-day management of all project activities related to Baxnaano Economic Inclusion component.
  2. Provide technical advice and inputs regarding the design and business processes of the activities under EI.
  3. Provide support in the updating of the Operations Manual and finalization of the design for the EI component.
  4. Establish systems to ensure effective and efficient delivery or all operational outputs for the EI targets.
  5. Provide support to the project coordinator in managing and coordinating contractors and consultants providing services to the EI Component to ensure effective resource allocation and quality and timeliness of work.
  6. Visit project sites regularly to supervise the implementation of the EI Component activities.
  7. Assist the project coordinator in overseeing the monitoring and evaluation activities for EI and ensuring adherence to the monitoring and evaluation framework.
  8. Support the project coordinator with the preparation of the annual work program and budget for Baxnaano EI component, implementation progress reports and coordinate with the project Financial Management Specialist to ensure timely preparation, inclusion and submission of the IE component in the quarterly Interim Financial Reports.
  9. Support the project coordinator with the planning for and preparation of annual audit reports.
  10. Support the project coordinator with the preparation and submission of accurate project implementation progress reports, including interim financial statements, to the relevant government bodies and World Bank.
  11. Supervise financial management, procurement, and MIS activities for the EI component under the direction of the project coordinator.
  12. Provide EI technical inputs for the preparation of various ToRs and bidding documents and support the Component Coordinator in the contract management.
  13. Provide any other support to the Baxnaano PIU as needed.

Deliverables

  1. Updated and finalized Operations Manual.
  2. Annual work program and budget.
  3. Project progress reports as required by the relevant government bodies and the World Bank.

Qualifications

The operations manager will be expected to possess the following minimum qualifications and experience:

  • Post-graduate degree in livelihoods, management or administration, regional planning, development studies, entrepreneurship, or a related field.
  • A minimum of seven years’ experience of high-level professional experience in program coordination and management in large organization with multiple partners.
  • Capacity to work under pressure and meet tight schedules and deadlines with minimal supervision.
  • Excellent communication, analytical, and interpersonal skills.
  • Excellent data management, report writing and organizational skills.
  • Good command of computer programs and applications.
  • Proficiency in written and spoken English and Somali.

Location

The Economic Inclusion Specialist will be based in Mogadishu and housed under Baxnaano.

Reporting

The Economic Inclusion Specialist will report to the Baxnaano PIU Project Coordinator.

Timeframe, Duration and Commencement

The Economic Inclusion Specialist will be engaged for a period of 1 year with the possibility of extension based on satisfactory performance.
