Contract period

Minimum 6 months, with the possibility of extension but subject to funding availability and satisfactory performance.

Purpose of the Position:

DBG is Planning to implement a food security and livelihood project in Beletweyne district of Hiran Region, Somalia and seeks to engage the services of a competent Senior Project Officer to assist the Program Manager in the coordination of the implementation of the Project.

Job Description

1. Key Responsibilities

Program Planning and Implementation

  • Support the development and implementation of FSL activities including cash transfers, agricultural inputs distribution, vocational training, and income-generating activities.
  • Conduct field assessments to identify needs and inform program design.
  • Ensure activities are implemented according to work plans, technical standards, and budget.

Monitoring, Evaluation, and Reporting

  • Monitor project activities and gather data to measure progress against indicators.
  • Prepare and submit regular reports on activity implementation, achievements, and challenges.
  • Participate in baseline surveys, post-distribution monitoring, and impact assessments.

 

Community Engagement and Capacity Building

  • Mobilize and engage community members, local leaders, and stakeholders in FSL activities.
  • Provide training and support to beneficiaries on livelihood strategies, agricultural practices, or business skills.
  • Promote community ownership and sustainability of interventions.

Coordination and Collaboration

  • Coordinate with local authorities, NGOs, UN agencies, and relevant partners.
  • Participate in sectoral coordination meetings (e.g., Food Security Cluster, Livelihood Working Group).
  • Ensure integration with other sectors (WASH, Nutrition, Protection) where appropriate.

Procurement and Resource Management

  • Support procurement processes by providing technical input on specifications and supplier selection.
  • Monitor distribution of inputs and resources to ensure transparency and accountability.

Any other duties as assigned by the Project Manager/Coordinator

Skills and Qualifications

  • Bachelor’s degree in Agriculture, Agribusiness, Rural Development, Economics, or related field.
  • Minimum of 3 years of experience in implementing food security and livelihood programs in humanitarian or development contexts.
  • Experience in cash/voucher assistance, value chain development, or market-based programming is an asset.
  • Strong understanding of participatory approaches and community engagement.
  • Excellent communication and interpersonal skills.
  • Proficiency in Somali and English
  • Willingness to travel to remote field locations and work under pressure.
  • Clear understanding of Somalia’s security context and operation dynamics (Somali Nationals Preferred)
  • Knowledge of Peace, gender and inclusion is an added advantage

Core Competencies

  • Strong project planning, coordination, and reporting skills.
  • Knowledge of food security frameworks (e.g., IPC).
  • Ability to work under pressure and in remote or crisis-affected settings.
  • Good communication and interpersonal skills.
  • Computer literacy (MS Office, Kobo/ODK, data analysis tools).
