| 1. Organizational Background |
HIDIG Relief and Development Organization (HRDO) is a non-governmental, non-profit, and impartial organization established in 2000 by Somali professionals from the diaspora. HIDIG operates across South-Central Somalia, focusing on improving the well-being of vulnerable communities, particularly internally displaced persons (IDPs) and hard-to-reach populations in Southern Somalia. The organization implements programs in health, nutrition, education, protection, WASH, and livelihoods, with an emphasis on sustainability, local ownership, and emergency response.
| 2. Overall Job Purpose |
HIDIG is planning to implement the project “Provision of Essential Lifesaving Primary Health Services to Vulnerable Communities in Under-Served and Hard-to-Reach Areas” (Project Code: 36514) in Beledweyne district, Hiraan region. Funded by the Somalia Humanitarian Fund (SHF), the project aims to reduce morbidity and mortality by enhancing access to quality primary healthcare services for communities affected by conflict, drought, and displacement.
| 3. Position Overview: Medical Officer / Doctor (1 Position) |
The Medical Officer will be deployed at the Health Center in Beledweyne to lead and oversee quality health service delivery. The officer will provide clinical leadership, support case management, and ensure the integration of best practices in outpatient consultations. They will also supervise and guide mobile health teams to maintain consistency in care delivery across outreach sites.
| A. Key Responsibilities |
- Oversee the quality and coordination of all health services provided under the project.
- Provide clinical leadership and technical supervision to Qualified Nurses and other clinical staff.
- Support mobile health teams by offering remote guidance and periodic field visits.
- Conduct complex outpatient (OPD) consultations and assist in clinical decision-making.
- Review and validate diagnoses, treatment plans, and referral decisions.
- Ensure adherence to national clinical protocols and HIDIG’s medical guidelines.
- Monitor rational drug use and participate in medical audits and case reviews.
- Mentor clinical staff through on-the-job coaching and formal technical sessions.
- Prepare and submit weekly and monthly service reports to the Project Officer and MEAL Officer.
- Participate in health coordination meetings and contribute to service improvement planning.
| B. Required Qualifications |
- Bachelor’s degree in Medicine and Surgery (MBBS or equivalent) from a recognized institution.
- Licensed medical practitioner with active registration in Somalia.
- Minimum of 3 years clinical experience, including in humanitarian or primary health contexts.
- Demonstrated ability to lead and supervise multidisciplinary health teams.
- Excellent clinical assessment, diagnosis, and treatment skills.
- Familiarity with Somalia’s health system and emergency response procedures.
- Fluency in Somali and working knowledge of English.
- Strong interpersonal, mentoring, and leadership skills.
