BACKGROUND
Volunteers for Relief and Development is a registered local organizations working in humanitarian initiatives to respond to vulnerable communities by protracted droughts and conflicts in hard-to-reach areas of Somalia. The main objective of its establishment is reaching the underserved populations affected climatic shocks, drought and human made disaster. Volunteers for Relief and Development operates in Central and South of Somalia.
JOB SUMMARY
The position is based in Diinsoor and role of the project manager is to lead, coordinate, and oversee health project, ensuring timely delivery, budget compliance, and quality standards. Key functions of this role will include technical planning of the project interventions, oversight in implementation, monitoring of the intervention, consolidation of the donor reports, stakeholder engagement and budget management. The project manager is also expected to promote and disseminate best practices, documenting achievements and lessons learned from project and carried out project implementation out in line with implementing partners and donor strategies. The role involves supervising staff, managing resources, liaising to health protocols to improve community health outcomes.
SPECIFIC ROLES AND RESPONSIBILITIES
The project manager will undertake a number of duties and responsibilities, including:
- Plan and implement health project activities in collaboration with team members.
- Manage a comprehensive activity plan including resource analysis and targets.
- Establish and maintain effective relationships with MOH, district authority, and community structures.
- Ensure timely reporting to relevant authorities.
- Document project achievements and learnings for dissemination.
- Support staff in decision-making and day-to-day operations.
- Organize community mobilizations to ensure ownership and sustainability.
- Ensure efficient supply chain management and proper storage and use of medical supplies.
- Creates and applies measures and metrics to track performance, holds others accountable for achieving results and challenges underperformance and demonstrates financial awareness and a concern for cost effectiveness.
- Closely follow up the planned weekly health activities and ensure smooth implementation, participate MoH supervisions and ensure actions are implemented to the latter to enhance program quality improvement, and liaison with the HMIS team of MoH and ensure data accuracy and consistency
- Coordinate with other implementing partners for complementarity and integration.
- Represent the organization in coordination meetings.
- Participate in needs assessments to identify gaps in the health sector.
SKILLS AND QUALIFICATIONS
- Degree in Public Health Management, Business Administration, Project Management, Social Work, Community Development, Economics or any other relevant degree with minimum 4 years of similar experience.
- Previous experience in coordinating, implementing and managing emergency projects in Somalia.
- Ability and willingness to travel extensively to the field, under sometimes difficult and occasionally insecure circumstances.
- Ability to support and build capacity of staff through performance management, mentoring and coaching
- Excellent skills in monitoring and implementation of integrated emergency programme activities.
- Experience in situation analysis, rapid need assessments and program implementation.
- Experience working with a non-profit humanitarian organization preferred.
- Ready to work in difficult environmental conditions.
REQUIRED COMPETENCE
- A mature person of high professional discipline and moral integrity.
- Excellent oral and written communication skills.
- Excellent computer skills: MS Word, Excel, Power point, Outlook and the internet.
- Strong counselling skills.
- Good organizational skills.
- Competent to work under stress as the situation may dictate. Ability to work with displaced communities with diverse cultural and ethnic background.

The responsibilities of this position include regular contact with children, and young people. Volunteers for Relief and Development organization is responsible for protecting and safeguarding the dignity of children, women, and all vulnerable individuals, as well as raising awareness.
