Volunteers for Relief and Development is a registered local organizations working humanitarian initiatives to respond to vulnerable communities by protracted droughts and conflicts in Somalia. The main objective of its establishment is reaching the unprivileged communities severing the natural calamities, shocks and manmade disaster. Our main responsibility was to address and mitigate the effects of biting natural and man-made disasters and the socio-economic problems in Somalia. It is an initiative formed to resist prolonged insecurity and droughts in Somalia and the increased lack of humanitarian access and humanitarian services to victims in Somalia

  • Project Summary:

Provision of lifesaving primary health services to vulnerable communities affected by climatic shocks in Diinsoor district, South West State of Somalia. We want to establish the delivery of the service competitively through contracting qualified service provider and delivery in accordance with section 2 of the tender.

  • Criterion for awarding the tender

 Volunteers for Relief and Development Organization established this competitive tender process to be conducted in fair and transparent manner. The procurement process ensures all bidders are equally assessed and the contract awarding is entirely fair.

The following 2 criterion which are aimed to establish quality service delivery and financially competitive bidding process, are subjected to the evaluation of tenders submitted by every bidder:

The selection will be based on the bidders meeting the specified criteria, with the fully compliant bidder being chosen as the winner, through a fair and transparent evaluation by the procurement committee.

The core criteria will include the following;

  • Must be National company
  • Profile of the company
  • Certificate of incorporation
  • Valid certificate of registration
  • Valid tax certificate
  • Valid website is essential

The above criteria evaluate the bidders’ experience, skill and capability to deliver the services required. This is the next stage of tender evaluation process and the bidders who passed the core submission criteria are fairly subjected to this evaluation process.

The lowest financial submission and appropriated to the available budget cost will also be considered during the evaluation.

Prevention of Sexual exploitation and abuse (PSEA) by humanitarian aid workers directly contradicts the principles upon which humanitarian action is based and represents a protection failure on the part of the aid community. SEA inflicts harm on those whom the humanitarian community is obligated to protect, as well as jeopardizes the credibility of all assistance agencies. We do not tolerate any form of Sexual Exploitation and Abuse, including child abuse. Any individual or entity contracted by is required to abide the PSEA policy as part of the terms of this contract.  Any breaches of the policy will be considered gross misconduct and grounds for termination of contract.
