Title: Facilitator – Forums/Trainings on Governance, Public Finance, Tax Compliance & Conflict Resolution
Location: Hirshabelle State, Somalia
Type of Contract: Short-term Consultancy (Activity-based)
Duration: As per training schedule (part-time, deliverable-based)

Background:

SOYDEN is a registered NGO established way back in 2002 and operating in South-Central Somalia. SOYDEN is consortium partner of FCA and HC under the SSFIII Democratization and Local Governance Accountability – HORUMAR Project. SOYDEN implements HORUMAR Project in Hirshabelle State of SOMALIA.

As part of SOYDEN’s ongoing activities to strengthen revenue generation, financial mnagement systems, governance and institutional capacity in Jowhar, Bal’ad, Warsheikh and Adale districts of Hirshabelle State, [Insert Organization Name] seeks to recruit a qualified and experienced Facilitator to conduct tailored training sessions for public officials, civil servants, and community leaders. The trainings will focus on four key areas:

• Governance and public administration
• Public financial management (PFM)
• Tax compliance and local revenue generation
• Conflict resolution and dialogue facilitation

Key Responsibilities:

• Design and develop tailored training modules and materials.
• Deliver interactive and practical training sessions in person.
• Engage participants using participatory adult learning techniques.
• Submit detailed post-training reports, including analysis and recommendations.
• Collaborate with local authorities and project stakeholders.

Deliverables and Payment:

This is activity and deliverables-based facilitation. Payment to the successful candidate(s) will be made upon successful delivery of each training/forum sessions and submission of satisfactory reports to the Project Manager.

Required Qualifications and Experience:

• A university degree in Public Administration, Finance, Political Science, Law, or a related field.
• At least 5 years of experience in training facilitation in Somalia or similar contexts.
• Demonstrated expertise in at least one of the following: governance, finance/public budgeting, tax systems, or conflict resolution.
• Strong knowledge of Somali governance structures, local context, and institutional dynamics.
• Excellent verbal and written communication in Somali; proficiency in English is an added advantage.
