| 1. Job Purpose |
The incumbent shall be responsible for providing all the material and advice for the formulation and conduct of monetary policy and for maintaining stability in the financial system. The Group conducts fundamental research on monetary policy targets and tools, the domestic financial transmission mechanism, financial stability, and foreign exchange policies.
The Executive Director is responsible for planning, monitoring and assuring the quality of the Monetary, Financial and Regulatory Group’s work, performance and implementation via the approved ways and methods, and according to the CBS policies and strategies. He/She oversees the development of the Group’s strategy and the regulations, instruments, methods and procedures. He/she is responsible for timely and accurate communications/reports to the Monetary Policy Committee and for submitting recommendations to the Governor/Deputy Governor concerning the operations of the Group. |
| 2. Duties and Responsibilities |
- Effectively supervises the department directors in his/her Group including planning, organizing, directing, controlling, motivating, delegating and evaluating work products.
- Coordinates the work among different departments and, where appropriate, establishes cooperative relations with relevant government departments and agencies.
- Oversees the development of high-quality research and financial analyses of the risks to the economic system to assist in the formulation of monetary policy, promotion of financial system stability, and advising on the impact of government economic policies (fiscal in particular).
- Establishes a framework for communicating financial policy to the government, the financial system, both domestically and internationally, the public, and the media.
- Plans and maintains effective budget management for those departments in the Group.
- Develops, revises and updates the regulatory framework for the regulation and oversight.
- Seeks ways to improve the productivity of the Monetary, Financial and Regulatory Group operations through the efficient use of technology, information systems, and improved management practices such as standard operating procedures, management objectives, training and development.
- Develops, motivates and ensures appropriate training for subordinates.
- Ensure extensive training both in-house and externally, the recruitment of appropriately qualified staff, and external assistance particularly from other central banks and IFIs.

| 3. Key Deliverables |
| · Support the CBS in achieving its monetary and financial stability goals by providing comprehensive and timely statistical, analytic, and research papers;· Monitor the safety and soundness of domestic banks, non-bank financial institutions under its authority, including money transfer businesses, the national payment system, and the domestic financial system more generally. |
| 4. Functional Requirements |
| Academic Requirements· Doctoral degree in Economics with significant experience managing a high-quality research function and/or equivalent experience.
Practical Experience
· At least 10 years practical relevant experience in the fields of Economics and banking operations. A part of the experience should be in a supervisory position. International experience is a distinct advantage

Language Skills
· Operationally fluent in bothSomali and English, in both speaking and writing.
Computer Skills
· Documented experience with relevant business applications and familiarity with PC software applications.
