1.      Job Purpose

The incumbent shall be responsible for providing strategic and organizational leadership in relation to Currency and Banking Operations which includes: a) banking operations, including Public Sector Operations, Cash Management, Foreign Exchange, b) Issue Operations, and c) Branch Operations. He/she will be responsible for deployment and management of the banking services and bank operations; and for overseeing the development of policies in areas of foreign exchange procedures according to the applicable regulations, cash management, currency and issue, commercial gold, and branch operations, and provides accurate information and relevant recommendations, and reports to the Governor/Deputy Governor regularly and as needed on timely basis. He/she is responsible for assuring the quality of the Financial Markets Department’s work, performance and implementation via the approved ways and methods, and according to the CBS policies and strategies.

2.      Duties and Responsibilities
  • Achieves the goals and purposes of the Currency and Banking Operations Group.
  • Develops, recommends and implements the Group’s annual plans, and mid-term and long-term system strategic plans.
  • Analyzes important technical and policy issues including the policy implications of the developments in the field of banking operations and Issue, and initiate recommendations to the Governor and CBS Board after thorough analysis.
  • Ensures an effective and efficient branch operation system.
  • Coordinates the preparation of, implement, and evaluate results of the Group’s annual budget.
  • Effectively manages and supervises multidisciplinary Group of professionals, technical and support personnel, which includes planning, organizing, directing, controlling, motivating, delegating and evaluating work products.
  • Develops, motivates and ensures appropriate training for subordinates.
  • Maintains discipline and recommend and administer corrective action with the cooperation of the Head of Human Resources Department.
  • Recommends and implements improvements to the Bank’s monetary policy, economic and financial research, and financial markets operations systems that will make the Bank more effective and efficient. Key areas include quality and timeliness of research, and the effectiveness of market operations.
  • Strengthen the reserve management framework to make it consistent with international standards and best practices as per the IMF Guidelines for Foreign Exchange Reserve Management.
  • Continuously reviews and suggests amendments to the reserve management guidelines in line with developments in international and local markets.
3.      Key Deliverables
·         Issue and regulate banknotes and coins in Somalia including managing the design, procurement, storage and ensuring that the currency in circulation is of a high quality, and that public confidence in the currency is maintained;·         Provide banking services to the Government, financial institutions, and other approved account holders (acts as a banker and fiscal agent to the state and public entities); and

·         Perform domestic and international banking and international treasury services, implement the CBS’s interest rate policy, facilitate the effective functioning of the domestic financial markets and foreign operations, and manage the CBS gold and foreign exchange reserves.

4.      Functional Requirements
Academic Requirements

  • Master’s degree in Economics, Finance, or business administration from an accredited university and/or equivalent experience.

Practical Experience

·         At least 10 years practical experience in the fields of Banking operations, and/or investment. A part of the experience should be in a supervisory position. Strong demonstrated ability to manage a geographically disparate workforce.

Functional and Organizational Skills

  • Possess a demonstrated understanding of the economics of banking, capital markets, and public sector economics.
  • Possess advanced competency in conducting technical and policy analysis and eliciting meaningful and important deductions.
  • Possess in-depth knowledge of applicable laws and regulations as they relate to capital markets, foreign exchange, cash management, banks and coin and currency.
  • Behave consistently with the CBS codes of ethics and insure that the behavior of others is consistent with these codes.
  • Establish and maintain positive working relationships with others both internally and externally.
  • Possess effective written, oral, and interpersonal communication skills.
  • Strong leadership skills, including the ability to shape, communicate and implement a strategic vision for the Currency and Banking Operations Group and guide staff with innovative and proactive thinking.
  • Empower the Group’s staff and evaluate their performance fairly, according to CBS rules, and provide timely feedback.
  • Must be accountable, responsible and risk averse.
  • Possess demonstrated modern management skills and utilize international best practices to ensure best performance of the Group’s staff.

Language Skills

·         Operationally fluent in bothSomali and English, in both speaking and writing.

Computer Skills

·        Documented experience with relevant business applications and familiarity with PC software applications.
