1.      Job Purpose
The incumbent of this position shall be responsible for overseeing and coordinating the Bank’s management and administrative functions, including financial planning, control and accounting activities, buildings administration and operations, and human resources. In addition, the General Manager provides planning and guidance on management issues identified by the Governor and Deputy Governor or the Management/Transition Committee.The GM shall work in support of all Bank functions, programs and departments.  He/She is to develop and implement the Administrative Services strategy and the Group’s regulations, instruments, methods and procedures.  Advises the Governor and Deputy Governor of emerging managerial needs of the Bank and recommends solutions.  Ensures that the Bank’s internal financial reports are accurate and timely.
2.      Duties and Responsibilities
  • Effectively supervises the department directors in his/her Group including planning, organizing, directing, controlling, motivating, delegating and evaluating work products.
  • Coordinatethe work among different departments.
  • Plans and maintains effective budget management for those departments in the Group.
  • Responds professionally and expeditiously to requests for administrative services from other organizational units in the bank.
  • Seeks ways to improve the productivity of the administrative operations through the efficient use of technology, information systems, and improved management practices such as standard operating procedures, management objectives, training and development.
  • Recommends and implements improvements to the Bank’s management systems that will make the Bank more effective and efficient. Key areas include coordination of centralized and distributed management systems to maximize functionality and cost effectiveness, continued attention to the modernization and development of the bank, compensation, incentive and performance measurement systems, recruitment and retention of high quality staff, management succession planning, and ensuring effective and quality financial accounting systems for the bank.
  • Provide effective oversight for ensuring a safe, high quality office environment and facilities support.
  • Reviews internal management policies, procedures, and controls to ensure effectiveness and support for the modernization and development program.
3.      Key Deliverables
  • Provides extensive management and administrative services to all functions in the Central Bank of Somalia.
  • Responsible for the planning and coordination of Bank operations, organizational planning, and management of Board resources.
  • Formulates and implements policies on general administrative support, human resources, and finance
 4.      Functional Requirements

Academic Requirements

·         Master’s degree of business administration and/or equivalent experience

Practical Experience

·         At least 10 years relevant practical experience showing progressive responsible assignments including managerial experience.

Functional and Organizational Skills

·         Assess situations accurately and make decisions in a timely manner.

·         Assess problem situations, identify possible solutions, and make recommendations and/or resolve the problem.

·         Must be accountable, responsible and risk averse.

·         Possess initiative and solid persuasion skills.

·         Possess good negotiation skills.

·         Possess demonstrated modern management skills and utilize international best practices to ensure best performance of the Group’s staff.

Language Skills

·         Operationally fluent in both Somali and English, in both speaking and writing.

Computer Skills

·        Documented experience with relevant business applications and familiarity with PC software applications.
