Rural Development Support Agency (RDSA) is seeking a highly motivated and experienced Food Security Project Officer to join our team. This role is crucial in implementing and monitoring food security initiatives aimed at improving livelihoods and resilience in rural communities. The successful candidate will work under the direct supervision of the Project Manager and collaborate with various stakeholders to achieve project objectives.

Job Description: Food Security and Livelihoods Project OCicer – Beledweyne

The Food Security Project Officer will be responsible for the day-to-day planning, implementation, monitoring, and reporting of food security projects within the designated operational area. This includes conducting needs assessments, developing activity plans, coordinating with local communities and partners, and ensuring project activities are delivered effectively and efficiently, adhering to RDSA’s standards and donor requirements. The officer will play a key role in promoting sustainable agricultural practices, improving access to nutritious food, and strengthening community-based food systems.

Key Responsibilities

Project Implementation and Management

  • Lead the planning and implementation of food security activities, including agricultural training, input distribution, community garden establishment, and food assistance programs.
  • Develop detailed work plans, budgets, and procurement plans for project activities in collaboration with the Project Manager.
  • Ensure project activities are implemented in accordance with approved proposals, budgets, and timelines.
  • Coordinate with local government authorities, community leaders, and other stakeholders to facilitate project implementation and ensure community ownership.
  • Organize and facilitate community meetings, workshops, and training sessions on food security and Livelihoods topics, such as improved farming techniques, post-harvest management, and nutrition education.

Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Conduct regular field visits to monitor project progress, identify challenges, and provide technical support to beneficiaries.
  • Collect and analyze data on project indicators, including food production, household food security status, and beneficiary participation.
  • Prepare timely and accurate progress reports, including monthly, quarterly, and annual reports, for submission to the Project Manager and donors.
  • Document best practices, lessons learned, and success stories from project implementation.
  • Ensure accountability to affected populations through established feedback mechanisms.

Stakeholder Engagement and Partnership

  • Establish and maintain strong working relationships with local communities, government agencies, NGOs, and other relevant stakeholders.
  • Represent RDSA at local coordination meetings and forums related to food security and agriculture.
  • Identify opportunities for collaboration and partnership to enhance project impact and sustainability.

Capacity Building

  • Provide technical guidance and support to community volunteers and project beneficiaries on food security-related topics.
  • Identify training needs and organize capacity-building initiatives for project staff and community members.

Financial Management

  • Manage project budgets effectively, ensuring expenditures are in line with approved plans and RDSA’s financial policies.
  • Prepare financial requests and reports as required.

Qualifications

Education

  • Bachelor’s degree in agriculture, Agronomy, Food Security, Rural Development, or a related field. A master’s degree is an added advantage.

Experience

  • Minimum of 5 years of progressive experience in implementing food security and livelihood projects, preferably in a rural development context.
  • Demonstrated experience in community mobilization, training, and capacity building.
  • Experience in data collection, analysis, and report writing.
  • Familiarity with donor reporting requirements (e.g., SHF, IOM, ECHO, other UN agencies) is a plus.

Skills and Competencies

  • Strong understanding of food security concepts, agricultural practices, and rural development challenges.
  • Excellent project management and organizational skills.
  • Proficiency in data collection tools and software (e.g., KoboToolbox, ODK).
  • Strong analytical and problem-solving skills.
  • Excellent communication, interpersonal, and presentation skills.
  • Ability to work independently and as part of a team in a challenging environment.
  • Fluency in Somali and English written and spoken
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Ability to travel extensively in rural villages and volatile locations.
