Background:
Growth, Enterprise, Employment & Livelihoods (GEEL) is USAID-funded project designed to promote and facilitate inclusive economic growth in Somalia. The project is currently focusing on the agricultural sector (livestock, fisheries & horticulture) with particular and increased focus on integration of youth and women in the value chains with emphasis on expanding and incentivizing youth led enterprises through skills development and enterprise and workforce development.
Position Summary:
GEEL project is seeking an experienced Human Resources & Administration Manager who will be based in Mogadishu, Somalia. Human Resources & Administration Manager leads HR practices and objectives that will provide high performance team culture, that emphasizes employee engagement, performance management, recruitment for local staffs and consultants, staff welfare. He/She will manage ongoing staff professional development activities. The HR/Admin Manager is responsible for the maintenance processes and metrics that supports achievement of project`s objectives as well as ensuring compliance with the field office Administration policy manual and Human Resources procedures and regulations.He/She will coordinate closely with the teams in Hargeisa, Mogadishu, and other project locations in the regions.
Responsibilities
The Human Resources & Administration Manager will be responsible for the following tasks:
- Ensuring compliance with the GEEL Field Office Administration Policy Manual by all project staff and suggesting updates to the Manual, as required.
- Ensuring compliance with FGS labor legislation and notifying the Management Team of any amendments or policy changes.
- Managing the process of local staff and consultant recruitment; preparing job descriptions and scopes of work, announcing positions, shortlisting candidates, conducting reference checks, preparing employment contracts and consultant agreements, etc.
- Conducting new employee orientation; introducing personnel to GEEL policies and procedures, explaining administrative HR tasks, etc. Preparing basic employee induction pack for new hires.
- Maintaining personnel records: contact information, performance appraisals, formal letters, absenteeism rates, leave, etc.
- Manage Payroll systems for local nationals.
- Provide Dynamic Development trainings for employee performance management approach
- Provide staff capacity building trainings including D&G, D&I and RTIUx.
- Overseeing integrity of performance management process, including utilization of relevant forms, and ensuring appraisals are conducted on an annual basis and completed in a timely manner.
- Support supervisors for staff performance process and ensure the adhere the deadline and standard of check in qualities.
- Identifying staff health, safety and security issues and address in timely manner with the Senior Operations Manager.
- Other tasks delegated by the COP and Senior Operations Manager.
Reporting:
The HR/Admin Manager will report directly to the Senior Operations Manager (OM) and will be responsible for supervising the HR/Admin officer.
Qualifications/Experience:
Qualifications:
- Bachelor’s degree in HR and/or business administration, or related field of study (master’s degree desired but not most).
Knowledge/Experience:
- Minimum of 5 – 7 years of experience in an HR and Administration role with an international donor (USAID, World Bank, UN, DIFID, etc.) funded program(s), out of which 4 years in senior managerial positions in a complex and fragile context.
- Substantial knowledge of Somalia federal, regional employment legislation procedures.
- Experience in Staff management in delivering targets and managing conflict, challenging and difficult situations.
- Experience in leading and motivating multi-disciplinary team.
- Demonstrate understanding of trends/approaches/innovations in the HR and staffing.
Skills/Others
- Ability to become a thought leader in the field
- Excellent interpersonal and oral and written communication skills
- Ability to develop and deliver cohesive analyses and reports
- Ability to generate innovative solutions in work situations
- Have strong communication skills with fluency in English. Somali language is an advantage
- Ability and willingness to travel as required throughout Somalia.
