| CHILD SAFEGUARDING:Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff. | |
| ROLE PURPOSE:The National Program Manager is responsible for overall management and coordination of all RAISE Education Project activities at national level. Specifically, the NPM will be tasked with the responsibilities of planning, organizing, directing,coordinating, monitoring and evaluation of Save the Children International’s RAISE education project, including, teachers training/TPD, community mobilization, and capacity building of education administrations) in the respective regions (Hirshabbelle, Bay, and Puntland). In consultation with the DCOP, the NPM is expected to lead a diverse team comprising of different sub-sectors of education and hence expected to possess extensive professional knowledge, competencies and experience in education planning and management in the stated subsectors and proven track record in managing, mentoring and developing the capacity of education staff /managers. The National Programme Manager is expected to introduce and manage innovative approaches for improving access, quality and equity of education especially for the marginalized children and youth. The National Programme Manager (RPM) will also be responsible for planning and writing quality donor reports and updates. The Manager will play a key role in establishing and maintaining sound working relationships and partnerships with local education administration bodies, local and international NGO partners. | |

| KEY AREAS OF ACCOUNTABILITY· Ensuring a quality implementation of the projects implemented in the region (s), with the support of DCOP and the teachers training Officer, and the regional community mobilization Officer
· Providing project management support to Regional Program Managers, Project Officers (POs), regional community mobilizers, and the teachers training officers. · Direct responsible of the line management of the Regional Program Managers, regional (in coordination with DCOP) · Monitor, evaluate and support the implementation of the project, and providing information and progress updates for donor reporting · Represent Save the Children in relevant regional meetings at national cluster level. Main focal point for Italian donors. · Plays liaison role between Save the Children and MOE at federal and Regional state levels. Main responsibilities and tasks Quality implementation · Provide a support and supervision to the Regional Program Manager, · Coordinate with the MEAL/Quality Department to ensure a proper follow up on the quality of the programme · Human Resources – technical support to Regional Program Manager (RPM), teachers training officer (TTO), and the REGIONAL community mobilizer (RCM). Monitor, Evaluation and Supervision of Project Management · Provide direction to Regional Program Manager, and RCM of the work planning, budgets and spending · Support the Regional Program Manager in the planning and the monitoring of the achievement of the activities, deliverables and budget. · Provide feedbacks on the monthly monitoring to the DCOP · Ensure that the RPM, TTO, RCM produce high quality donor report Representation, Coordination and Advocacy · Establish and maintain collaborative relations with local authorities, partners, project stakeholders and other organizations working in the project areas. · Proactively engage with international NGO and other actors participating at coordination meetings. · Guarantee productive working relationships with relevant Working Groups at the national level. · Ensure the participation of Save the Children in relevant Working Groups and Task Forces (responsibilities can be delegated) especially at national level · Brief DCOP and relevant Project staff on discussions held during working groups. · Organize regional level project review meetings on a monthly basis. · Developing strategic partnerships with local organizations, wherever possible. Reporting · Monthly report to be submitted to the line manager on activities and Programme Achievements. |

Education · Minimum of a bachelor’s degree in Education, Social Sciences, , Development Studies, Forced Migration and Refugee Studies, Gender studies or other relevant to the position Professional Experience
