PSI and its local affiliates manage community health programs across Africa, Asia, and Latin America. PSI also supports national Ministries of Health to scale up community health worker programs.
PSI seeks an experienced, dynamic and innovation-driven Procurement Management Specialist
to support an anticipated one-year Somali Federal Government through the World Bank funded Female Health Worker program in Somalia with an anticipated award date of April 2020.
This position will report to the Senior Procurement Management Specialist
Minimum qualification and professional experiences required:
- A Master’s degree in Public Procurement Management or other relevant disciplines (e.g. Public or
Business Administration, Health Administration, etc. with a minimum of 5 years’ experience in public procurement and contract management; OR First degree in Public Procurement Management or other relevant disciplines (e.g. Engineering, Public or Business Administration, etc. with a minimum of 10 years’ experience in public procurement and contract management
- At least 3 years’ contract management experience in projects under World Bank or international financial institution funding
- Fluency in Somali is required.
- Experience in developing contract management tools, guidelines, and manuals
- Demonstrated experience successfully implementing a variety of individual and organizational capacity development approaches for procurement to develop long-term capacity improvements
- Prior procurement experience with a World Bank funded-project or public sector institution in Somalia other countries with demonstrated knowledge of procurement guidelines, procedures and policies of the World Bank will be an added advantage
- Experience developing capacity of stakeholders on procurement and related issues
- Ability to provide oversight provision to procurement and related issues
- Excellent knowledge and writing skills in the English and Somali language.
- Excellent teamwork, communication, and facilitation skills
- Willingness to be based within a remote county
