Organization background

Wadajir Rural Development Organization (WARDO), WARDO is a civil society organization established in 2005 by group of Somali humanitarian and development workers who were dedicated and committed to social developments through education and youth development, agriculture and livelihoods, protection, emergency response and water and sanitation programs. WADAJIR Rural Development Organization (WARDO) is a registered and operational Non-Governmental Organization in South and Central Somalia, WARDO was registered in 2005 by the Federal Government of Somalia. The organization has its main office in Mogadishu and Baidoa, with regional offices in the other 4 FMS of South and Central Somalia (Jubaland, Galmudug, Southwest, and Hir-Shabelle).

Context of the project

Baidoa District remains one of the most critical humanitarian hotspots in southern Somalia, driven by prolonged drought, recurrent climatic shocks, and sustained displacement pressures. The Bay Region hosts hundreds of thousands of internally displaced persons (IDPs), with Baidoa serving as a primary hub for communities fleeing drought, food insecurity, and livelihood collapse in surrounding rural areas.
Recent IPC analyses (2025) classify parts of Bay in Crisis (IPC Phase 3) and Emergency (IPC Phase 4), underscoring the convergence of water scarcity, food insecurity, and heightened health risks. According to UN OCHA, 6.9 million people across Somalia require humanitarian assistance in 2025, including over 4.3 million children. The Bay Region consistently ranks among the areas with the highest severity and persistent unmet needs.

Duties and Responsibilities

Implement and manage the assigned WASH project activities to meet the project objectives within budget and agreed and time frame.
Provide strong leadership of the assigned WASH project, working to ensure both short / long-term positive impacts and outcomes for the targeted beneficiaries, local leaders, and IDPs management team, and local WASH staff.
Attend and participate and support the National and state level wash cluster meetings.
Represent WARDO Organization during coordination meetings with partners and donors in Somalia particularly in Southwest state of Somalia.
Ensure timely implementation and reporting of project activities to the Programs Coordinator and to the donor.
Continuously monitor and supervise WASH activities, overseeing the technical design, execution, and evaluation of progress through outputs and impacts using both quantitative and qualitative data.
Provide input into the integration of beneficiary participation and accountability in all aspects of the project.
Ensure accurate and timely reporting of activities according to WARDO, donor and other applicable timeframes and formats.
Develop and implement quality assurance program to ensure accurate and reliable water source quality and Community profiling and management data.
Contribute to the develop new proposals, linked to the country strategy, in conjunction with WASH projects.

Implementation and coordination

Coordinate the implementation of WASH project, ensuring that activities are executed according to approved work plans and proposal without compromising the quality of the output.
Coordinate with field and project staff, companies, and target communities to facilitate smooth project execution.

Financial management

Contribute to the management the WASH budget for the assigned project and ensure all expenses are according to budget and meet WARDO standards regarding financial management, including accountability and good governance.
Ensure efficient use of resources and adherence to WARDO financial guidelines.

Qualifications

Bachelor’s degree with working experience in the field of public health, Management, WASH or water engineering or other related disciplines.
Relevant work experience in community water, Sanitation, and hygiene programs for displaced populations.
Knowing the southwest state of Somalia context.
Experience in mentoring and building the capacity of colleagues and community members.

Context of the project

Duties and Responsibilities

Lead and support for the design, establishment of work specifications and quotation, follow-up and evaluation of activities related to the construction of WASH facilities in the target Communities.
Preparation of weekly work plans according to the implementation plan.
Assess the exact number of damaged activities in the selected sites, address the need for construction of new wells, bladders and it’s locations.
Laise coordination of WASH activities implemented by WARDO in the target Communities sites, and contribute to all regarding field works, such mobilization, distribution, capacity building activities, and registration.
Construction or rehabilitation of sanitation facilities (kiosk)
Supervise and field visits for the construction or rehabilitation activities of drinking water sources.
Provision of technical training for community volunteers, members of WASH committees, hygiene promoter and other WASH staff.
Planning, organization and follow up of the community mobilization in target area on issues related to construction, operation, and maintenance of WASH facilities.
Be responsible for establishing the technical aspect of the internal purchase order and tender documents for construction and rehabilitation of WASH facilities.
Be responsible for all field work required for the quality control of materials WASH bought by WARDO and its subcontractors.
Preparing training tools notes for the training on relevant technical topics and conducting training for the project staff and supervisors.
Prepare and submit all WASH field reports to the WASH Project/Program Manager.
Monitor and report all WASH activities in the field ensuring there is compliance with plans and WARDO and required by the donor.
Ensure that there are no adverse impacts on the environment, as well as contribute to the environmental mainstreaming activities during reporting periods.

Integration and coordination

Ensure that construction works is integrated with hygiene promotion and community participation component, to ensure sustainability of the infrastructure built.
Coordinate WASH construction activities with other humanitarian sectors of WARDO particularly interventions in Baidoa.
Coordinate WASH construction activities with other local actors and clusters, such as WASH cluster with its levels and CCCM.

Purpose of the job

The WASH Engineer will be Responsible for ensuring quality and coordinated implementation of WARDO WASH project in areas of humanitarian response, particularly in recurrent climatic shocks, with an emphasis on timeliness and best use of resources and building community capacity on community-based WASH activities. The WASH Engineer plans, designs, and implements various emergency WASH projects with the best satisfaction of the target Rural Communities, the desired quality and service value aspects of the WASH sector includes program’s water, sanitation, and hygiene facilities at the sites.

Duties and Responsibilities

Compile Assessment report and work plan for implementation of the proposed activities. To conduct need assessment for all WASH facilities in targeted areas in Baidoa of southwest state of Somalia.
Oversee and create a community-based oversight system for all engineering work done by contractors.
In collaboration with project manager, community mobilizers and hygiene promoters and the entire team participate in selection of targeted communities and ensure registration of beneficiaries for all water, sanitation infrastructure (wells, water supply system etc.) in targeted Communities.
To conduct technical assessment and feasibility survey for all water and sanitation infrastructure.
Assess emergency needs, as requested, especially taking in the broader perspective of hygiene promotions.
Coordinate WASH construction activities with other local actors (governmental and non-governmental). Build strong relationships with local and government partners, Local Water and Sanitation corporation.
Supervise and be responsible for all technical aspects of project implementation, ensure they are completed in a timely, efficient, and accurate manner according to standard engineering methods.

Program implementation

Preparation of BOQs and drawings for all water supply and sanitation facilities to be implemented.
Execute implementation of all WASH infrastructure activities as per implementation plan, BOQs, drawings and specifications.
Contribute to the monitor and supervise activities of WASH activities and ensure effective implementation.
Make sure that all required preparations are in place for technical estimates, design and resource management plan, prepare bid documents and support the project team for the bid selection.
Maintain material record at construction sites and ensure quality and quantity of all material arriving on all sites.
Ensure community participation in all WASH infrastructure activities; from needs assessment; targeting; actual implementation to monitoring and evaluation.
Ensure all WASH infrastructure activities are well coordinated with local county government, other humanitarian actors, and all other stakeholders, also ensure integration of engineering activities with hygiene promotion activities.
Conducting water quality analysis in the field locations and updating water quality reports, also to propose recommendations for the water treatments to the communities.

Financial management

Participate in the preparation of detailed project budgets and budget revisions.

Reporting and documentation

Preparation of weekly work plan for WASH team and sharing with project manager
Preparation of weekly, monthly, and field visit reports and sharing with line manager on timely manner.
Ensure proper record keeping for all WASH infrastructure activities in hard and soft form.

Skills and Qualifications

/MEng/BSc. degree in the field of civil, hydraulics, irrigation, water resources or any water related engineering disciplines, or any other relevant fields of study.
At least five years of experience in increasing capacities in the WASH sector; of which three years in NGO setting related to rural water supply and sanitation.
Experience with public health promotion and integration with engineering activities.
Excellent teamwork skills and the ability to build good relations both internally and externally.
Experience in the design and delivery of training or capacity building programs.

Language
