Organization background

Wadajir Rural Development Organization (WARDO), WARDO is a civil society organization established in 2005 by group of Somali humanitarian and development workers who were dedicated and committed to social developments through education and youth development, agriculture and livelihoods, protection, emergency response and water and sanitation programs. WADAJIR Rural Development Organization (WARDO) is a registered and operational Non-Governmental Organization in South and Central Somalia, WARDO was registered in 2005 by the Federal Government of Somalia. The organization has its main office in Mogadishu and Baidoa, with regional offices in the other 4 FMS of South and Central Somalia (Jubaland, Galmudug, Southwest, and Hir-Shabelle).

Job Purpose

The FSL Officer will provide technical and field implementation support for agricultural input distribution, mechanized land preparation, and livestock restocking activities. The officer will ensure beneficiaries receive appropriate inputs and practical guidance for effective utilization, while maintaining high standards in targeting, documentation, monitoring, and accountability.

Key Project Activities (Officer’s Scope)

  • Distribution of agricultural seeds: beans, maize, sesame
  • Agricultural input support:
    • Fertilizers (Urea & DAP)
    • Pesticides / crop protection inputs
    • Agricultural tools
  • Mechanized land preparation (planning, scheduling, field verification)
  • Small livestock distribution / restocking
  • Community sensitization and basic agricultural guidance

Key Duties and Responsibilities

Field Implementation (Agriculture Inputs + Seeds)

  • Conduct community sensitization on project objectives, eligibility criteria, entitlements, timelines, and complaint channels.
  • Support transparent beneficiary selection/verification and maintain accurate documentation.
  • Organize and implement distributions of seeds (beans/maize/sesame), tools, fertilizers (Urea & DAP), and pesticides in line with approved plans.
  • Deliver basic farmer guidance on:
    • Seed handling and planting practices
    • Fertilizer application timing and safe handling (Urea & DAP)
    • Pest management and safe pesticide use (including storage and disposal)

Mechanized Land Preparation Support

  • Identify and verify plots/beneficiaries eligible for mechanized land preparation.
  • Support scheduling and coordination with service providers/tractor operators.
  • Monitor service delivery quality (area covered, timeliness, beneficiary satisfaction) and document completion.

Livestock Restocking (Small Livestock)

  • Support selection and distribution planning for small livestock in coordination with the Project Manager and suppliers.
  • Promote animal welfare and basic husbandry practices (feeding, shelter, disease prevention).
  • Coordinate with veterinary services/authorities where available for basic checks, vaccinations, or treatment.
  • Conduct post-distribution follow-up (livestock survival/use, challenges, beneficiary feedback).

Monitoring, Data Collection, and Reporting

  • Collect and submit timely, accurate field data: beneficiary lists, registers, distribution reports, training attendance, field monitoring checklists.
  • Support PDM and routine monitoring visits, including input utilization checks and beneficiary feedback.
  • Contribute to weekly/monthly reporting with clear quantitative progress and qualitative observations.

Accountability, Protection Mainstreaming, and Safeguarding

  • Ensure beneficiaries know how to submit feedback/complaints and that issues are escalated appropriately.
  • Promote equitable participation of women and vulnerable groups and ensure safe access to services.
  • Uphold safeguarding, PSEA, and code of conduct standards; report concerns through appropriate channels.

Coordination

  • Coordinate field-level activities with community leaders, local authorities, and agriculture/livestock departments.
  • Maintain strong collaboration with other project staff and sectors for referrals and integrated response.

Required Qualifications and Experience

  • Diploma or Bachelor’s degree in Agriculture, Agronomy, Animal Science, Rural Development, or related field.
  • Field experience implementing agriculture and/or livestock-related FSL interventions.
  • Practical knowledge of agricultural inputs (seeds, fertilizers, pesticides, tools) and community-based training approaches.
  • Experience with distributions and field documentation; ODK experience is an advantage.

  • Good organization and accuracy in documentation.
  • Ability to work independently in the field and solve practical problems.
  • Commitment to accountability, transparency, and inclusion.

Language

  • Fluent in English language and writing
