About the Project:

Green and Resilient Ecosystems for Somali Livelihoods (Hal-Abuur) project aims to scale up the climate resilience of ecosystems and livelihoods in Somalia by operationalizing the Great Green Wall Initiative (GGWI). Funded by the Adaptation Fund, with IFAD as the implementing agency and SADAR Development and Resilience Institute as the executing entity, the project addresses the critical challenges of land degradation, frequent droughts, and floods. The project objective is to scale-up the climate resilience of ecosystems and livelihoods in Somalia by operationalizing the Great Green Wall Initiative in the country.

Component 1: Green and resilient agropastoral and pastoral ecosystems in Somalia.

Component 2: Resilient agropastoral and pastoral livelihoods in Somalia.

Component 3: Operationalization of the Great Green Wall initiative in Somalia.

Job Summary:

NRM Specialist serves as the Team Lead based in Mogadishu. While reporting to the deputy CEO, this position holds a senior leadership role, providing strategic direction and technical supervision to the Gender & Social Inclusion Officer and regional officers. The Specialist will provide high-level technical guidance on landscape restoration, sustainable land management (SLM), and watershed management. The specialist will ensure that community investment plans are technically sound, environmentally sustainable, and aligned with the Great Green Wall approach. The specialist will also provide technical backstopping to regional teams and ensure compliance with environmental safeguards.

Key Responsibilities:

  1. Provides overall project coordination of the technical team, developing annual work plans and budget and ensuring all project activities align with the Great Green Wall Initiative’s principles.
  1. Oversee timely delivery of periodic progress reports, financial statements, audit reports, M&E data to the MoECC, Programme Steering Committee and IFAD in accordance with the project implementation manual and financing agreement.
  1. Act as Secretary to the secretariat of the Project Steering Committee.
  1. Coordinate the overall implementation of the programme among the participating Federal Member States.
  1. Liaise with other relevant programmes and technical departments in the public sector and private sector, to seek complementarity with project interventions namely in the context of integrated natural resources management.
  1. Ensures that gender equality is completely incorporated in all the project components and project activities.
  1. Coordinate timely recruitment and procurement of project services, good/materials and other requirements for implementation of project activities while ensuring procurement processes are in full compliance with IFAD procurement guidelines.
  1. Coordinate the execution of contracts, MOUs, and agreements related to goods and services contracted by the project and coordinate technical and procurement staff to ensure contractors/suppliers/service providers are meeting their obligations and are paid on time for delivered goods and services.
  1. Coordinate with IFAD Country Team and MoECC for programme supervision missions and implementation support and other assessment missions (mid-term review and completion missions) and ensure the implementation of mission recommendations.
  1. Conduct performance evaluation for the staff and recommend contract renewal based on satisfactory performance assessment.
  1. Provide day-to-day technical guidance, supervision and mentorship to the Gender & Social Inclusion Officer, the regional teams composed of Regional Agropastoralim officer and Regional Community Development Officer and Consultants hired by the project, fostering a collaborative and high-performing team environment.
  1. Submits periodic progress reports to SADAR management, Project Steering Committee (PSC) and IFAD.
  1. Direct the technical work of Regional Community Development Officers and Agro-Pastoralism Officers to ensure consistent implementation of NRM strategies across Galmudug and South West States.
  1. Serve as the primary technical focal point for coordination with MoLRF, MoECC, CIFOR-ICRAF, and other partners regarding project implementation including ecosystem restoration and GGW operationalization.
  1. Provide technical methodology and oversight for the development of Community Climate Resilient Investment Plans (CCRIPs). Ensure these plans integrate landscape-level data (GIS/remote sensing) with community priorities.
  1. Support the initial district diagnostics by analyzing environmental degradation trends, water resources, and land use patterns using GIS and remote sensing data.
  1. Provide technical guidance on sustainable rangeland management, including the design of social fencing (grazing bans), fodder systems, and pasture rotation plans.
  1. Provide guidance on the selection of appropriate indigenous tree and fodder species for afforestation, reforestation, and reseeding, ensuring they are adapted to local conditions and community needs.
  1. Provide technical backstopping to regional field teams and service providers implementing Cash for Work restoration activities, ensuring works meet technical quality standards.
  1. Conduct environmental and social risk screenings for all prioritized community investments (CCRIPs) against the SECAP standards and Adaptation Fund’s Environmental and Social Principles (ESPs).
  1. Collaborate with CIFOR-ICRAF to implement the Land Degradation Surveillance Framework (LDSF) for monitoring soil and ecosystem health indicators.
  1. Design and deliver training modules for regional staff, Cluster Level Facilitators (CLeFs), and community committees on SLM techniques, ecosystem restoration, and climate-resilient practices.
  1. Document best practices and lessons learned from restoration activities to inform national policies and the GGWI strategy.

Qualifications and Experience:

  • Education:
  • Master’s degree in Natural Resource Management, Environmental Science, Forestry, Rangeland Management, or a related field.

Technical and Functional Experience: The NRM Specialist should have:

  • Minimum of 8 years of technical experience in planning and implementing large-scale ecosystem restoration, SLM, or watershed management projects in arid and semi-arid lands (ASALs).
  • Proven experience in a team leadership or managerial role, supervising technical staff and coordinating multi-disciplinary teams.
  • Minimum of 8 year experience with community-based natural resource management (CBNRM) in Somalia.
  • Familiarity with the Great Green Wall Initiative and its technical approaches is an asset.
  • Proven experience in training field teams and community members on sustainable land management techniques, ecosystem restoration, and climate-resilient practices.
  • Strong understanding of environmental safeguards and impact assessment procedures.
  • Excellent analytical and report-writing skills.
  • Fluency in English and Somali (written and spoken).

Working Conditions

The position is based at the national level in Mogadishu with frequent travels to project sites.
