Introduction

Wadajir Rural Development Organization (WARDO), WARDO is a civil society organization, WARDO has been working since 2005 in Somalia, it was established by group of Somali humanitarian and development workers who were dedicated and committed to social developments through education and youth development, agriculture and livelihoods, protection, emergency response and water and sanitation programs. WADAJIR Rural Development Organization (WARDO) is a registered and operational Non-Governmental Organization in South and Central Somalia, WARDO was registered in 2005 by the Federal Government of Somalia. The organization has its main office in Mogadishu and Baidoa, with regional offices in the other 4 FMS of South and Central Somalia (Jubaland, Galmudug, Southwest, and Hir-Shabelle).

Context analyses 

As of 2025, Somalia remains in a protracted humanitarian crisis shaped by the cumulative impacts of the 2020–2023 historic drought, recurrent flooding in late 2023 and mid-2024, and ongoing climatic volatility throughout 2025. These repeated shocks have continued to erode household coping capacities, particularly in rural and riverine areas where livelihoods depend heavily on seasonal agriculture and livestock. Despite short periods of recovery, many households have been unable to fully restore productive assets, leaving them highly exposed to further shocks. 

TOR for the vehicle

WARDO is seeking offers from reputable, well established, and experienced Car Hire Firms duly incorporated under the Laws and regulation of Hirshabelle government to provide vehicle transportation Services for WARDO Jowhar livelihood staff members or assigned non-staff; at a fixed price for a period of 6 months renewable on a needs based on good performance.

The Contractor shall provide Car Hire services for WARDO Jowhar staff members or assigned non-staff who require transportation services from its premises located in Jowhar to destinations within the city. Such services shall be given to staff or assigned non- staff based on the discounted prices and terms and conditions of the eventual Agreement/Contract. To support this, WARDO Hirshabelle government is seeking services of a company or companies who can provide Transportation Services: Rental Car Services with Driver to areas as per scope of services.

Vehicle Requirements:

These conditions should include:

• The Hire Vehicle shall be in sound mechanical and physical condition throughout and be always maintained in safe operating conditions.
• The Contractor shall bear full responsibility for the preventive and remedial maintenance of the vehicle.
• The Vehicles shall not display our organization name or logo.
• The Contractor shall keep the exterior, windows, and interior of the vehicles always clean and litter-free.
• A neat “as new” internal decoration (upholstery, ceiling fabric, floor finishes) and external appearance
• (water-proof roofs and windows, door and emergency exit in excellent operational conditions at all times).

The Vehicle shall, as a minimum, be equipped with:

• Spare-tire, the necessary accessories (spanner, jack, etc.)
• Emergency/Accident Early Warning Device (EWD)
• Operational lap and shoulder seat belts for passengers in the most forward seat, and lap-type belts for all other passengers. The Contractor shall always maintain seat belts in operating order.
• Heating and cooling system of sufficient capacity and operability to maintain passenger comfort during periods of hot and cold weather.
• The vehicles will be fully registered with the government. Proof of the registration must be provided, with copy of vehicle logbook submitted prior to award of Contract.

Driver License

• It is the responsibility of the vendor to provide the driver for the Southwest government for such vehicle driving license, a copy of which must be provided to WARDO prior to commencement of contract.
• WARDO reserves the right to reject any driver(s) that it has any concern about with respect to the driver’s(s) driving capabilities, security clearance, or safety. In cases where WARDO rejects the proposed driver(s) the vendor must replace the said driver(s) within two weeks.

Requirements for Tender Documents

• Tender envelope should be sealed with reference number and stamped.
• The company profile with detailed physically verifiable contact Adress and office
• Valid Government Registration
• Government Tax
• Signed registration form
• Relevant Experience
• The Company should have an established information sharing platforms like (Website OR Social Media platform )
• Signed supplier code of conduct
• Filled out BoQ and signed

WARDO invites qualified companies to collect BoQ  and other bidding documents as specified herein below. Hard copy and soft copies of tender documents (tender notice/dossier) with detailed specifications can be obtained from WARDO offices.

The deadline for submitting the tender documents is on or before 4:30 PM EAT on 9^th February 2026.

The Tender documents should be addressed to WARDO offices – in sealed envelope marked: CBPF-SOM-25-S-NGO-37225 “INVITATION TO BID FOR VEHICLE RENTAL SERVICES FOR SIX MONTHS

Any tender received after this deadline will not be considered.
