CONTRACT MANAGEMENT SPECIALIST
TEAM/PROGRAMME: Operations LOCATION:  Mogadishu with frequent travel to other offices within Somalia
GRADE:  TBC POST TYPE: International/National
  CONTRACT DURATION:12 Months – Expected start date is June 2020
Child Safeguarding:Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:Contract Management Specialist will lead the capacity building plans, to build the technical, contract management, and operational capacity of FGS- and FMS-MOH in respective functional areas. The Contract Management Specialist will also lead the support of the t the government in selecting, contracting/hiring, deploying, remunerating and monitoring the FHW program as per the monitoring and evaluation plan.

Dimension of Role:

Save the Children operates across all zones in Somalia and currently has three main area offices and additional 14 field offices. Programmatically Somalia is a large Country Office with more than $90 million annual budget turnover, more than 70 active awards at any time and over 550 staff.

KEY AREAS OF ACCOUNTABILITY:

·         Contract Management Specialist will strengthen the capacity of FGS-MOH and FMS-MOH to carry out Contract management, monitoring, supervision and donor coordination.

·         The Specialist will support the MOH in developing and adopting appropriate contractual arrangements for the Female Health Workers as stipulated in the TOR

·         The Specialist will Support the Hiring of the Female Health Works which will be managed by the HR office of implementing governments’ MOH.

·         The specialist will put in place process and system allowing FMS-MOF provide information to FMS-MOH ensuring that there is enough budget to cover the proposed hiring.

·         With enough information provided by FMS-MOF to the MOH, the Contract Management Specialist as part of the Oversight Committee will confirm and sign off before the HR Director of FMS-MOH signs a contract with each FHW/FHS approved by the FHW Committee.

QUALIFICATIONS AND EXPERIENCE

  • Advanced Degree in Public Administration, Business Administration, Financial Management, or similar
  • At least 10 years working in public sector contract management
  • At least 5 years developing capacity to manage contracts
  • Demonstrated experience with all aspects of contract management including the procurement process, reviewing bids, negotiations, monitoring contracts, and supervising contractors
  • Experience in the health sector is an advantage
  • Excellent communication skills in English, verbal as well as written
  • Excellent teamwork and facilitation skills
  • Excellent report writing skills
  • Willingness to travel regularly across Somalia
