Chief of Party – THP Project 
TEAM/PROGRAMME: Operations LOCATION:  Mogadishu with frequent travel to other offices within Somalia
GRADE:  TBC POST TYPE: International/National
  CONTRACT DURATION:12 months, expected to begin in June 2020
Child Safeguarding:Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:The Chief of Party will strategically lead and manage the implementation of the World Bank funded Health Project to Support Implementation of Somalia’s Female Health Worker Program & Capacity Development in Ministries of Health in selected States, ensuring the targets outlined in the contract are met.
SCOPE OF ROLE:Reports to:  Deputy Country Director – Operations

Number of direct reports: 7 (Capacity Building Specialist, Contract Management Specialist, Senior M&E Specialist and Field Managers x 3)

Dimension of Role:

Save the Children operates across all zones in Somalia and currently has three main area offices and additional 14 field offices. Programmatically Somalia is a large Country Office with more than $90 million annual budget turnover, more than 70 active awards at any time and over 550 staff.

KEY AREAS OF ACCOUNTABILITY:Implementation and monitoring

  • Track project progress across the three Member States are meeting their monthly milestones programmatically (beneficiary reach) and financially (monthly and quarterly spending targets)
  • Track context changes in the program area and lead in the analysis and recommendations with project staff, operations team and the MOH at Federal and Member states level
  • Ensure that program delivery is aligned with the MOH and Bank agenda and that implementation across the country office is streamlined and standardized
  • Ensure that the project meets the monthly spending plans and have healthy BVA ratings
  • Undertake field visits to program site using quality benchmarks and donor monitoring tools
  • Oversee field teams in assessments, studied and evaluations and making sense of the outcomes of these studies

Planning and program development

  • Lead the project teams in program realignments and future program development
  • Oversee the field team’s development of project management tools such as DIP, phased budgets, HR plans, Procurement plans, IPTT and monitoring plans
  • Ensure that project kick off meetings are held and documented
  • Lead on communication, programme planning and coordination with implementing member states and MOH at Federal level
  • Ensure that all procurements (especially international procurements) are initiated in the first 2 weeks of project approval

Reporting

  • Monitor their spending rates and BVAs and flag issues that need the attention of the ARs
  • Support to solicit information required by members
  • Track reporting timelines of the project, chase the PMs to ensure timely submission and consolidate project reports from area offices into one report in donor template
  • Ensure donor reports are of high quality, analytic and address both impact and processes

Coordination

  • Manage the relationship and remain the contact person for MOH at federal level and member state level
  • Represent SCI within the various government meetings, and in any external fora as requested by the Deputy Country Director
  • Organize and lead program quarterly reviews at the field level
  • Ensure that there is smooth flow of information between save the children, MOH at Federal Level and implementing member states
