CAPACITY DEVELOPMENT SPECIALIST
TEAM/PROGRAMME: Operations LOCATION:  Mogadishu with frequent travel to other offices within Somalia
GRADE:  TBC POST TYPE: International/National
  CONTRACT DURATION:12 Months – Expected start date is June 2020
Child Safeguarding:Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:The Capacity Development Specialist will lead the systems Strengthening component: of the project where, the CDS is expected to develop the Female Health Worker system in a manner that will ensure strong community level service delivery, with government oversight, and is sustainable in the long-term.  Based on the capacity assessments and capacity building plans, the CDS is expected to build the technical, contract management, and operational capacity of FGS- and FMS-MOH in respective functional areas

Dimension of Role:

Save the Children operates across all zones in Somalia and currently has three main area offices and additional 14 field offices. Programmatically Somalia is a large Country Office with more than $90 million annual budget turnover, more than 70 active awards at any time and over 550 staff.

KEY AREAS OF ACCOUNTABILITY:·         Developing capacity at the District or Regional (regional or district to be determined) level to manage the FHW program:

·         Support the district or regional level in supervision, management, and data collection / analysis for the FHW program.

·         Institutionalizing and supporting the supervisory system and high-quality supervision between the FHWs and FHS.

·         Developing district or regional capacity for the management of FHWs, including support for planning, supervision, and coordination of community-level partners

·         The HTP will strengthen the capacity of FGS-MOH and FMS-MOH to carry out the effective coordination with all health partners in implementing governments to harmonize activities,

·         Capacity development of intergovernmental health sector coordination function between FGS-MOH and FMS-MOH,

·         Develop capacity of FGS-MOH and FMS-MOH to improve performance of FHWs through different methods including on the job training (OJT) and mentorship;

QUALIFICATIONS AND EXPERIENCE

  • Advanced degree in Public Management, Organizational Behavior, Education, Public Health, or similar
  • At least 10 years demonstrated experience developing capacity in the public sector in fragile settings
  • At least 5 years of experience working in the health sector, preferably with Ministries of Health
  • Demonstrated experience with hands-on capacity development methodologies and adult learning approaches
  • Demonstrated experience with organizational change and change management
  • At least 5 years of staff management experience
  • Demonstrated experience developing and executing capacity development plans with a focus on ensuring engagement of Ministry staff in capacity development process
  • Demonstrated experience incorporating learning and feedback loops into capacity development
  • Excellent communication skills in English, verbal as well as written
  • Excellent teamwork and facilitation skills
  • Excellent report writing skills
  • Willingness to travel regularly across Somalia
  • Experience in working with Governments especially Federal Member States of Somalia is an added advantage.
  • Experience managing diverse, multi-site teams
