Building Resilient Communities in Somalia (BRCiS) is a Consortium of national and international organizations whose objective is to support and guide vulnerable communities in Somalia in building their resilience capacities, in their own ways. The Consortium was created in 2013 and is now implementing projects funded by three different donors, in more than ten regions of Somalia.
BRCiS’ objective is to reinforce target populations’ capacities to withstand cyclical and minor shocks and, aims at decreasing the number of people in a state of crisis. BRCiS adopts a holistic approach to resilience, which aims to respond to the immediate humanitarian needs of targeted households and communities, while at the same time tackling the root causes of vulnerability and destitution. BRCiS is committed to adaptive management of its programmes, guided by a strong learning strategy. The Consortium also enforces systematic decentralization of decision making to the field level and the communities, fostering innovation and self-reliance.
The position advertised is based with NRC, the Consortium lead agency. The BRCiS M&E Coordinator is a member staff of the Consortium Management Unit (CMU) and works for Consortium Members (including ACF, Cesvi, Concern Worldwide, NRC, the IRC and Save the Children).

Duties and responsibilities
Generic responsibilities;
Adherence to NRC policies, guidance and procedures
Supports the BRCiS CMU M&E TEam in training Members on the use of the Consortium M&E’s tools and systems, including frequent visits to BRCiS Members’ offices and operations to ensure these are adequately and consistently used by Members
Supports the BRCiS CMU M&E Team in implementing the Consortium’s learning agenda, including the monitoring of technical approaches, tools, guidelines and assessments
Provide technical and coordination support to multiple large-scale research and evaluation projects at a time implemented by BRCiS Members and other external stakeholders such as research consultants or Third-Party Monitors (TPMs)
Lead the training of survey teams in the field (both qualitative and quantitative), monitoring survey/interview protocols, tracking data collection progress and supervise field teams to ensure data quality
Conduct qualitative and quantitative research and data analysis with the supervision of the BRCiS M&E Manager
Coordinate with Members to compile M&E-related inputs independently from start to finish with limited supervision
Contribute to the design and analysis of quantitative and qualitative survey instruments in collaboration with the MEAL Technical Working Group
Manage and expand positive and trusting relationships with Consortium Members that fosters professional development, programme ownership and decision-making of national staff in order to reach greater programme impacts.
Supervise the work of the BRCiS M&E Officer in executing all tasks outlined in JD
Maintain and administer the BRCiS call center and support the planning and implementation of the Consortium’s phone surveys
Specific responsibilities;
Coordination (50%)
Coordinate with Consortium Members on the timely submission of data requests coming from Third-Party Monitors
Take the lead in organizing BRCiS MEAL meetings, trainings and workshops including the preparation of dissemination of meeting minutes
Coordinate the timely submission of internal performance reviews in the field assessing Members’ performance in M&E
Manage the implementation of phone surveys for the Consortium’s seasonal monitoring work
Technical Support (50%)
Lead the development and implementation of evaluation and research activities by reviewing tools, methodologies, analysing data, contributing to the interpretation of findings and reporting-writing
Prepare internal/external reviews, evaluations, and lessons learned exercises Hire, train and supervisor BRCiS enumerators in BRCiS call center
Supervise data collection (both field and phone interviews), conduct data quality assurance, answer questions from the enumerators at BRCiS call center and provide guidance and feedback
Review reports from surveys and offer recommendations for consequent reports Any other ad-hoc request defined by the BRCiS M&E Manager
Qualifications
University degree preferably in social sciences, statistics and knowledge management, international relations and/or development or other relevant discipline.
At least 3 years’ experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development
Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods
Understanding of data and information needs for program management and decision making
Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies
Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods
High level English language proficiency (speaking, reading, writing)
Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access) Experience using SPSS, STATA, Epi Info, R, Tableau or other data analysis/visualization software
Personal qualities
Good communication and interpersonal skills Strong organisational and team working skills Good cultural awareness and sensitivity
Highly approachable, trustworthy and confidential
Advanced English Language level (Business English is a plus)
Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus Good level of proficiency in Windows Excel and quantitative analysis (SPSS preferred)
Proven presentation, training and facilitation skills
We can offer
Contract period: 12 months with the possibility of extension.
Salary/benefits: According to NRC’s salary scale and terms and conditions
Duty station: Mogadishu, with 50% travel to field offices
