INVITATION TO BID to document lessons, best practices and success stories The EU RESET II funded Projects in Ethiopia

1. Back ground

Save the Children believes every child deserves a future. With a per capita income of US $710 per annum, Ethiopia falls among the seven poorest countries in the world. The poverty situation in Ethiopia is a result of multiple factors of economic, social, cultural, environmental, technological, political and institutional nature that influence and inhibit people’s ability to live a life of dignity. Since 2011/12, due to an El Nino induced drought, the number of people in need of food aid and other assistance has increased to over 8.6 million people.

Cognizant of this fact, the EU has launched a funding opportunity under ‘Resilience Building and Creation of Economic Opportunities in Ethiopia (RESET)’ to address the root causes of vulnerability to shocks through the creation of economic opportunities and the strengthening of the resilience capacity of the most vulnerable communities. The RESET program aims to build the resilience and expand the coping capacities of the most vulnerable populations in specifically selected highly drought prone and food insecure clusters of woredas. While the first phase of the RESET programme “Resilience Building in Ethiopia” was implemented from 2012 to 2016, the second phase (RESET II) covers the period of 2016 to 2020.

Save the Children in Ethiopia has received a funding support from the EU as a lead agency and a partner of the following two EU RESET II consortium projects:

1) RESET II Afar cluster: project Ref: T05-EUTF-HOA-ET-01-07 – Improving Livelihoods and Building Resilience in Afar Regional State (8 woreda (Chifra, Ewa, Ada’ar, Telalak, Dewe, Elida’ar, Afambo, Asayita.

·         Project duration:  1^st October 2016 – 31^st April 2020.

·         Implementing Agencies: SCI (lead agency) and consortium partner NGOs (LVIA, VSG and AMREF)

2) RESET Siti cluster: project ref: T05-EUTF-HOA-ET-01-08 – Resilience building and creation of economic opportunities in Ethiopia in Siti zone of Somali national regional state, Siti zone (Aysha, Meiso, Afdem, Erer, Shinille Woredas).

·         Project duration:  7^th October, 2016 to September 30, 2020.

·         Implementing Agencies: OXFAM GB (lead agency) and consortium partner NGOs (SCI, PWO, Caritas Germany/ ECC-SDCOH).

The program is designed to Improve Livelihoods and Building Resilience of targeted communities in the target woredas.

As the RESET projects have been underway in two phases since 2012, there is a need to systematically document and share important lessons, best practices and success stories to wider audiences for potential scaling up. The systematic documentation of lessons, best practices and success stories from the RESET projects is believed to provide evidences for resilience building through increased investment in agriculture and pastoral livelihoods, access to basic services (health, nutrition and WASH) and disaster risk management. This ToR is therefore prepared to undertake participatory documentation of lessons, best practices and success stories for publishing and dissemination.

2.Purpose of this consultancy

The main purpose of this assignment is documenting lessons, best practice and success stories of the RESET projects in Afar and Somali regions of Ethiopia. Through this documentation process, the RESET programme learning’s will provide evidences for resilience building through increased investment in agriculture and pastoral livelihoods, access to basic services and disaster risk management.

The specific objectives of the task will be;

1.       To document success stories, good practices and learnings (what works well and what not) over the last seven years of implementation of the EU RESET funded projects with a focus on changes in knowledge, attitude and practice (KAP) in improved basic services, livelihood and disaster risk management at household and community levels.

2.       To document the contribution of the projects in building the capacity of the target communities and government partner institutions at various levels.

3.       To draw key emerging lessons and document best practices and success stories how the ‘model of change’ and approaches under the projects implemented in both RESET Afar and Siti clusters by the consortium partner (SCI, AMREF, EHCS, LVIA, VSF-G, Oxfam, PWO, Caritas Germany/ ECC-SDCOH) and government partner sector offices have been translated into practice in a changing external context.

4.       Produce evidence for policy and strategy influencing and the consideration in future resilience building programming including the scaling up of good practices as well as what we need to do differently.

3.Scope of the work

This best practice documentation initiative is part of the RESET program advocacy and communications work. The documentation of success stories, best practices and lessons learned will cover a representative sample from all intervention woredas in Afar and in Siti zone of Somali regions. The specific case story collection and production will cover the target beneficiaries in the intervention kebeles, sector office and implementing partners in the target woredas. For this purpose, the consultant(s) will also undertake a document review at the country office in Addis Abeba including the project documents, progress reports, monitoring and review documents, study and survey reports, relevant policies and strategies, etc. and discuss with the project teams, the local government partners, other actors operating in the intervention areas and donors as deemed necessary.

4. Requirements of the consultant

The consulting team is expected to have a mix of qualifications, competences and experience that will ensure a good balance between social research and development analysis with a sound understanding of food security resilience building as well as the cross cuttings: gender equity approaches, environment – climate adaptation, etc. The consultancy firm must have the following key qualifications and experiences.

• Must include professionals from the field of public services, rural development, economics, social sciences, and also journalism background or equivalent relevant degrees.
• Proven experience in undertaking qualitative case studies and producing lessons, good practice -success stories, using also audio-visual techniques, documentation of similar projects and context. Applicants should provide evidences and sample products (published materials, credentials, etc.) with reference certificates.
• Good Knowledge of pastoral and agricultural livelihoods, WASH, public health and nutrition, and disaster risk management.
• Ability of team members to speak the local languages (Afar and Somali) will be an asset and the team leader should be fully bilingual (English and Amharic).
• Experience in organizational development of grassroots organizations and consortium and working with NGOs and relevant food security – Resileince building projects is an asset.
• Legally registered firm with renewed license and Tin Number.

5. Application Requirements

Interested consultant’s/consulting firms who would like to apply for the consultancy work should submit:

·         Expression of interest: a cover letter with a maximum of one page introducing the consulting firm/consultant with an expression of interest to carry out the work as described in this ToR.

Technical proposal: This should include, but not limited to, understanding of the ToR with critical reflection on the consultancy assignment, methodology (with extremely strong emphasis, should be detailed with clear presentation), tentative work plan, proposed team qualification and experience, others. SCI pays due attention on the choices of the method relating it with the objectives and scope of work. Hence, it is highly recommended that the consultant should highlight the specific methods per objectives and scope of work.

·         Financial Proposal: This includes the total financial requirement to carry out the consultancy work including the detail break down of costs for each activity to be accomplished. The financial proposal should be submitted in a separate envelop from the technical proposal.

Interested applicants should submit two separate sealed documents in which one document should include the technical proposal including of the proposed professional(s) with supporting document that shows previous work experience.
