TERMS OF REFERENCE (TOR): TRAUMA ASSESSMENT FOR SOS MOTHERS/AUNTIES.

  1. Background

SOS Children’s Villages (CV) Somaliland is a Member Association of SOS Children’s Villages International, a federation which was first established in 1949 and focuses on the child’s development into a self-supporting and contributing member of society. SOS Somaliland is a Non-Governmental Organization (NGO) that is not for profit, non-sectarian and non-partisan and which has been in existence since 1999.

SOS Somaliland (SX) shares vision with SOS CV International and beliefs that every child belongs to a family and grows with love, respect and security. To realize this, SOS SX builds families for children in need, help them shape their own futures and share in the development of their communities.

SOS SX is committed to the welfare of children who lost parental care or at risk of losing parental care – often ensuring that children grow up in a loving family environment, and to strengthening families and communities as a preventive measure in the fight against child abandonment and social neglect, and upholds child protection policy as part of their commitment to the protection of children and youth from abuse.

SOS CV was established in Somaliland in 1999, when SOS started its first operations in Sahil region. Currently, SOS SX implements programs ranging from child care, child protection, youth empowerment and participation, education and emergency relief interventions. SOS SX is operational in three regions of Somaliland: Awdal, Marodijeh and Sahil, and a relationship with many stakeholders, including government authorities at national, regional and district levels, NGOs, INGOs, local communities, as well as other CSOs who are in and out of the operational area.

The Alternative Care Program currently supports 191 children. This includes children living in the SOS Family Like Care, Foster Family Care who live with

their foster parents and youth Integrated into the community who live with their extended families.

  1. Objective of the assessment

The main aim of the assessment is to identify trauma stress of SOS mothers and aunts and determine the impact of trauma on thoughts, emotions and behaviors as well as individual intervention needs. This is to enhance the overall well being of the caregivers and ultimelately improve the care provided to the children under SOS CV care.

Specific Objectives of the assessment are to:

  • Psychologically examine the problems experienced by the mothers and aunties.
  • Prepare profiles of the target mothers and aunties based on the findings of the assessment.
  • Identify individual psychosocial support needs.
  • Develop comprehensive action plan to support mothers and aunts cope with trauma.
  • After the assessment, the psychologist/s will do individual report for each mother and aunt.
  • Recommend pscyhosoical needs of every person and possible ways of healing.
  • Provide a list of psychosical support services available in the town.

Focus Area

  • The first step will be trauma assessment using professional tools.
  • Do observation on the physical and emotional well being of the assessee.
  • Assess the working environment of the mothers/aunts
  1. Trauma assessment Methodology

This Trauma Assessment will include a history interview, standardized measures, and behavioral observations designed to gather an in-depth understanding of the nature, timing, and severity of the trauma impact to SOS mother and aunties. It is suggested that the approach used by the psychologist should be simple and suitable.

  1. Participants of the Assessment

The assessment is simultaneously targeting SOS mothers and aunts. It is anticipated that a total of 18 members are covered in the assessment.

  1. Duration of the assessment

The assessment will be tentatively conducted for Fifteen (15) days from 15th – 30th April 2020.

  1. Roles of the Psychologist The Psychologist agree:
  • The psychologist must share detailed assessment materials and programme ahead of time for quality check and approval.
  • The psychologist shall provide a comprehensive individual report with recommendations at the end of the assessment.
  • Psychologist shall include assessment methodologies in the report.
  1. Profile of the psychologist
  • Proven experience in Trauma assessments (3 to 5 years)
  • Expereince in conducting similar spychosocial assessment
  • Expereince in identification of behavioural or emotional patterns.
  • Expereince in devising, monitoring and adapting appropriate treatment programs for individuals with trauma
  • Qaulificaiton in Psychology or psychiatry
  1. Process of Submission of Documents

To facilitate the submission of proposals, the submission can be done electronically in PDF format and sent to hr@sos-somaliland.org.

The titles of submitted documents should clearly state – terms of reference to conduct Trauma Assessment in SOS CV Hargeisa.

Documents to submit

  • Assessment proposal and wok plan
  • Cost of consultancy
  • CVs of the psychologist/s with evidence of previous experience of such kind of assessment
  • Three references whom the psychologist worked with in facilitating similar assessment.

Deadline for submission

The documents has to be received latest by 7rd April 2020, by the end of the day.

Documents received after the deadline will not be considered.
