OVERALL PURPOSE

-The CGO will provide technical and programmatic oversight for all behaviour change communication activities undertaken and implemented in care group and integrated community case management.–          He/ she plans, implement, monitor and reports on the activities specified in the BCC work plan and guided by the care group/ iCCM guidelines.

–          The CGO work will include training and capacity building of the promoters and volunteers, development and dissemination of health, nutrition and hygiene promotion messages and materials with the aim of effecting behaviour change in the community.

–          Ensure proposal objectives are met within the appropriate timescales and services delivered within the overall budget and meet DAWA quality standards.

 PROJECT OVERVIEW –          Health, Nutrition and WASH programme in Somalia–          Projects include Support for 2 health facilities, 1 in Mogadishu, and 1 in Afgooye. Community health project in Mogadishu and Afgooye and potential expansion of initial programmes into areas with critical needs.

DELEGATED AUTHORITY
.     To set up and implement care group project in Mogadishu and Afgoye.·          To strengthen and support quality referral system from Community Promoters and Volunteers to Primary Health Care facilities

To supervise activities performed by Community Promoters and Volunteers , including providing training and technical support

To Manage personnel related issues within the Community project (job descriptions, recruitment, appraisal, supervision systems, management and development & training) in consultation with the HPM

·          To manage the supply and procurement process of the incentive in kind for the Community Volunteers.

·          To manage the Health Promotion budget lines being accountable to the Community Health Manager (CHM)

·          To ensure effective integration and mainstreaming of gender into the project in liaison with the CHM

·          To assist in accurate and timely submissions of internal reports and provide input to external proposals and reports to the CHM.

·          Responsible for open and accurate communication regarding all aspects of project planning and implementation with the CHM

·          Responsible for ensuring project implementation is according to Dawa policy and compliant with Dawa,

donor, Somalia and international guidelines, policies and standards including Sphere guidelines in co- operation with other Community Health Manager.

Project management

  • Plan, set up and implement care group, which includes initial visits to communities in targeted areas, and overseeing recruitment and training of Care group promoters and
  • Monitor and supervise the subsequent implementation of the Care group Model
  • Develop and manage comprehensive activity plans covering the time frame of the projects as set out in project proposals
  • Ensure implementation is according to the proposal and within project budget
  • Monitor the project indicators and plans throughout the year
  • Conduct regular monitoring and evaluation assessments against project objectives including participation in KPC
  • Provide input to the integration of beneficiary participation into all aspects of the project
  • Ensure sectoral integration, learning, sharing and adoption of best practices as outlined in Sphere and the region to ensure the quality of projects
  • Develop and diversify (with the Community Promotion team) means of transmitting relevant messages to initiate, motivate and sustain behaviour change at community
  • Ensure accurate and timely reporting of activities according to Dawa, donor and coordination bodies’ timeframes and formats
  • Contribute in the development of new proposals in cooperation with the CHM and other Health team staff
  • Ensure capacity building and knowledge transfer at all levels of Community Promotion Supervisors, Volunteers and
  • Fully based in the field with constant supervision of the care group promotion teams at the supported fields.
  • Liaise with Dawa logistics department to ensure an accurate record of all assets and stocks for the community health project are maintained and circulated
  • Provide input to the integration of beneficiary participation into all aspects of the project

1.       Staff Management

  • To line manage the Community health project team, this includes job descriptions, recruitment, staff appraisals, staff development planning and training as
  • Capacity build the local partners to line manage the Community Promotion Supervisors
  • Ensure national health staffs are adequately trained within the operational
  • Reflect the vision of Dawa when interacting with team members and beneficiaries
  • Provide coaching and supervision to staff so as to ensure ownership and full responsibility for health activities
  • Develop/improve reporting tools to ensure capacity building of staff in reporting especially for meeting reports and Focus Group Discussion
  • Ensure a clear and transparent paper trail is prepared for handovers and smooth continuation of the role

2.       Financial Management

  • Ensure that all Health expenses for community activities are according to budget and meet all Dawa standards with regards to financial management, including accountability and good governance
  • Responsible for Community budget lines under overall responsibility/accountability of CHM

3.       Logistics

  • Prepare field orders (mainly incentive in kind for Community Volunteers and training supplies) in coordination with CHM
  • Coordinate with Logistics in Mogadishu in order to ensure accurate communication with Nairobi logistics department and timely delivery of equipment and material on site
  • Co-ordinate with Dawa logistics, Mogadishu, to ensure accurate communication with all supporting stakeholders for the provision of supplies, in conjunction with the CHM
  • Plan and transmit vehicle needs in timely manner to the Logistics department

4.       Administration/Communication

  • Contribute to the reporting of health activities (monthly, quarterly and final reports)
  • Keep clear records and distribute minutes of all meetings attended in a timely fashion
  • Develop and maintain a transparent, honest and supportive communication structure with the team members, so as uphold a spirit of unity and mutual respect
  • Liaise with MoH, UNICEF, WFP and local NGO partners
  • Ensure regular computer backups are done on all data

5.       Security Management

  • Adhere to, enforce and supervise the health team in keeping the Dawa security guidelines on site and when travelling

7.       Quality Management

  • Responsible for Community Project quality by continuous monitoring and supervision of community based health activities according to the Dawa quality management and Somalia Health Guidelines
  • Fully responsible to ensure that all reporting and administration is done in the Dawa Somalia formats
  • Contribute to improving quality and effective behaviour change in health and nutrition promotion activities in the targeted communities

8.       External Representation

  • Attend Health meetings when relevant and present/advocate Dawa’s mandate and commitment to donors. Consult with HPM/CD when decisions are outside of scope of responsibilities
  • Refer to the HPM and CD before making any commitment on behalf of Dawa whether verbal or written

PERSON SPECIFICATION

Work experience

·          3 years clinical experience·          3 years management experience ·          Experience in setting up and implementing the CG·          Experience in behaviour change communication techniques

Overseas experience ·          1 year of overseas experience ·   2 years’ experience in relief projects
Languages ·          Excellent English (oral & written) ·          Somali

WORK CONDITIONS Currently DAWA runs its Somalia programmes from a base in Mogadishu, the largest city of Somalia. Working hours are 8:00 until 4:30 pm, Sunday till Thursday.
