Pact Inc. has been operating in the Horn of Africa for over 25 years, implementing a number of projects with local CSOs across a variety of sectors. These projects, implemented in partnership with local CSOs, have included but are not limited togood governancecross-border peacebuilding, community conservation, health and HIV/AIDS, women’s empowerment, artisanal gold mining, and natural resource management. At the foundation of all of these projects is Pact’s capacity development approach.
The Expanding Access to Justice (EAJ) program, funded by USAID under the Human Rights Support Mechanism (HRSM), focuses on increasing awareness and general knowledge of legal rights, human rights, and options for recourse, especially for Somali women, youth, and marginalized groups. It responds to citizens’ needs by supporting civil society and justice actors in sustainably improving the quality and scope of legal services. The program’s aim is to ensure that individuals and communities, especially women and marginalized groups, obtain a rights-based resolution of their justice issues. The program is implemented by Pact and the American Bar Association Rule of Law Initiative (ABA ROLI).
EAJ is looking to recruit a creative, savvy, high achiever with an outstanding record in program work, especially within an international development context to support the project. This Program Officer role provides an excellent opportunity to work on both strategic and implementation aspects of the program delivery. At the same time, the role will involve bolstering the capacity of other EAJ partners with a view to enabling clearer, more coherent messaging across the program. This is a 1-year role with the possibility of extension.

Objectives & Scope of Work
Based in Baidoa, The Program Officer will work closely with the service units’teams and local partners to ensure the program is effectively implemented to achieve expected results. This position will also work with the other international development partners in ensuring program activities are well supported and coordinated.
Specific objectives and activities will include:
Program Planning:
- Support program planning processes including production of annual work plans and activity reports
- Assist partners to design and formulateEAJ program interventions and aligned with the EAJ/donor guidelines and procedures
- Participate in meetings and dialogues on issues related to expanding access to justice program on behalf of EAJ with partners and stakeholders
- Provide program advisory support to the management, staff and partners
- Ensure adherence to EAJ procedures in planning and implementation of program
Program Delivery:
- Support EAJ Country Office and partners with the implementation of the EAJ program
- Be the pivot point for field program implementation in line with the expected program goals
- Deliver or arrange the delivery of training, coaching and mentoring activities for project partners and other involved activities
- At field level, engage on behalf of the project with the stakeholders like government or other justice actors in the project operation areas
- Represent EAJ in all coordination meetings/platforms as directed by Program Manager/Program Director
Monitoring, Evaluation, Reporting and Learning (MERL):
- Support MERL capacity building initiative for access to justice in Southwest State of Somalia
- Support MERL and other research team to conduct verification and quality assurance assessments
- Support the standardization of MERL tools and provide feedbacks to partners to ensure good quality partners and reports
- Acts as a key MERL contact point in all EAJ program activities in Southwest State of Somalia
- Performs any other MERL tasks as requested by the MERL Manager

- Self-motivated, flexible and enthusiastic approach to work
Qualifications and experiences:
- University degree in management, Business Administration or relevant area
- At least 3 years professional experience in the development sector
- Experience in program management and delivery. Strong written and oral communications skills in English and Somali
