The Role
TEAM PURPOSE: The humanitarian MEAL team in Somalia/land works towards ensuring that quality monitoring, evaluation, accountability and learning is implemented in programmes and projects, in line with relevant Oxfam standards and global best practice. The team ensures that MEAL findings inform and contribute to the continuous improvement of Oxfam’s interventions.
JOB PURPOSE: To support the delivery of Monitoring, Evaluation, Accountability & Learning (MEAL) strategy, policy and practice, build the capacity of staff in their analysis and dissemination of data, and coordinate information management and reporting systems. Support the MEAL Coordinator in implementing the MEAL framework ensuring achievement of MEAL standards and program quality. The Puntland MEAL Officer contributes to ensuring that partner organisations adopt a systematic approach to MEAL, which is able to effectively track outputs and outcomes, and manage and use data effectively.
Key Responsibilities and Accountabilities
To implement project MEAL systems in accordance with Oxfam standards:
- Support in the development of tools for planning, monitoring, evaluation, learning, accountability and reporting in line with Oxfam minimum requirements.
- Conduct regular monitoring and capture output level indicators of Oxfam’s work.
- Ensure all processes, methodologies and tools are gender sensitive and capture gender transformative changes;
- Monitor implementation of systems, processes and tools ensuring quality and consistency in MEAL and reporting;
- Collect best practices and case studies which demonstrate qualitative and quantitative changes for knowledge management
- Perform analysis of quantitative and qualitative data, draft reports presenting the results of the analysis, and share the findings in an appropriate format.
- Report/alert to project team on regular basis on any anticipated project issues, risks and any emerging opportunities and threats to the project implementation, related to this role.
To ensure capacity building of Oxfam partners in MEAL
- Provide technical assistance to support partner to improve monitoring, evaluation, accountability and learning systems and processes; in particular in the collection of quantitative & qualitative information from various sources;
- Systematically check data for quality, accuracy and consistency, and providing feedback as necessary.
- Provide technical assistance to support partner in data management;
- Coach, mentor and provide technical assistance for capacity building of partners as needed.
- Ensure all MEAL-related data and files are properly organized and stored.
Provide collation and analysis of partner MEAL data
- Support the capacity building of partners programme teams to implement MEAL and reporting.
- Ensure collation, analysis and presentation of MEAL information from partners and Oxfam;
- Verify MEAL data received from partners and project staff and investigate inconsistencies;
- Compile project monitoring data into overall reports reflecting activities, outputs and outcomes in order to guide management decision-making and share learning.
- Support monitoring reviews and learning
Technical Skills, Experience & Knowledge
Essential
- Strong commitment to the aims and objectives of Oxfam, including to gender equality and social justice
- At least 3 years’ experience of work in humanitarian or development context projects with Monitoring, Evaluation, Accountability and Learning skills.
- Experience of gathering, analysing and presenting quantitative and qualitative data
- Experience of using participatory approaches in projects
- Fluent in written and spoken English
- Proven ability to work effectively with – humanitarian emergencies
- Strong interpersonal skills
- Excellent facilitation and training skills
- Good organisational and coordination skills with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities
- Proven knowledge of computerised systems; high degree of computer literacy and word processing and spreadsheet/Excel skills.
- Proven knowledge of mobile data collection systems such as Mobenzi, Kobo collect/ODK, etc.
- Ability to work under pressure, ability to prioritize and commitment to meet deadlines.
- Potential and flexibility of attitude to learn.
Desirable
Language, English and local Somali language.
