INFORMATION & COMMUNICATIONS TECHNOLOGY (ICT) OFFICER

Job Grade: Band 5
Department: Administration& Logistics Department
Location Mogadishu
Reports To: Procurement &Logistics Manager

Overall Job Purpose
Provide technical support and oversee the development, implementation and evaluation of information and

communication technology (ICT) plan, policies and systems to guide decision-making, enhance productivity and improve operational efficiency and effectiveness. Identify and address complex ICT service delivery issues and provide innovative and flexible ICT solutions that meet operational requirements.  In addition, provide training to staff on common business applications and proper use of ICT equipment

Essential Duties & Responsibilities 

Technical Leadership, Programme Planning & Implementation

  • Provide technical support and oversee the development, implementation and evaluation of an ICT infrastructure programme plan and budget aligned to strategic priorities
  • Configure, install and upgrade computer hardware, software and anti-virus programs
  • Ensure secure, reliable and effective ICT networking environment that facilitates access to Internet, intranet, data interchange and related applications to meet operational needs
  • Diagnose, troubleshoot and repair computer hardware, software and peripheral equipment
  • Monitor ICT security measures to prevent unauthorized access and malicious virus attacks
  • Put in place measures to ensure ICT infrastructure and network have backup and provision for disaster recovery and business continuity plan
  • Support users to back-up and restore files and databases in the event of ICT breakdown or virus attack
  • Maintain and update software and hardware inventory and stock of supplies and spare parts
  • Maintain ICT filing system and related reference materials to ensure safekeeping and confidentiality

Operations Management 

  • Develop software and hardware specifications in liaison with procurement/logistics function
  • Ensure that all computer software is licensed with proper warranties and liaise with suppliers and service providers and ensure timely renewal of contracts
  • Organize and facilitate capacity building programmes, to equip staff with skills for operating common applications and maintenance of ICT equipment
  • Liaise with the communications/OD department on the development and update of SRCS website and develop new functions to contribute to the website’s sustainability
  • Support meetings, conferences and workshops with ICT equipment set-up for presentations

Partnerships/Relationships

  • Participate in contract negotiations with suppliers, contractors and service providers and following up to ensure that all contractual obligations are fulfilled and are cost-effective
  • Maintain relationships with suppliers to ensure completeness of deliverables outlined in the contract and also ensure that equipment and services meet business and user requirements
  • Represent SRCS in relevant conferences, seminars, workshops as well as meetings
  • Perform other related duties as assigned by the SRSC Senior Management
Education Bachelor’s degree or equivalent professional practice in Computer Science, Information Technology, Business Information Technology
Professional Training Cisco Certified Network Engineer (CCNE) and Microsoft Certified Systems Engineer (MCSE)
Certification/Licensing N/A

Language Requirement:  Demonstrate proficiency in Somali and English languages

Minimum 5 years relevant experience in the development and implementation of ICT strategies, management of hardware.

Relevant Experience: software platforms and telecommunications facilities and knowledge of windows-based packages/applications, web design and development of web-based office applications.
