Created in 1982, Handicap International (EU) is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside people with disabilities and other vulnerable groups, our actions are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. HI was the co-winner of the Nobel Peace Prize in 1997 for its role in the International Campaign to Ban Landmines and was recently awarded (October 2016) a prize by the Office of the Presidency in Somaliland for services to Persons with Disabilities.

Handicap International started in Somaliland in 1992 by setting up a rehabilitation center in Hargeisa. HI’s strategy in Somaliland is to advocate for the rights of persons with disabilities and to engage development actors to promote inclusion and participation of persons with disabilities and other vulnerable people at local and national level.

Handicap International (HI) is currently implementing 21 months humanitarian aid project in Somaliland and Somalia for IDPs in Togdheer and Maradi-jeh regions, and inclusive humanitarian action in Mogadishu/ Banadir Region; ” Emergency response for most at risk displaced and host population with a focus on elderly, people with injuries, chronic illness, physical disabilities and/or psychological distress and their family members.

Given the growth of our program, we are looking for a communicative and highly motivated team player who is open and supportive of our mandate on inclusion to build and support our Human Resources Management for the wellbeing of the organization and the staff. The Human Resource Officer will be working in close collaboration with the whole team, and under the line management of the Logistics and Admin Manager, based in Hargeisa.

The Human Resource Officer will be in charge to ensure that the country’s legal framework regarding human resources is respected and complied with. S \ he will ensure that the administrative framework defined by the Head Office and rules specific to the program are implemented and maintained up to date, with the constant aim of protecting HI’s interests.

MAIN TAKS

  1. Human resources management
  • Facilitate the recruitment processes of national staff;
  • Ensure that HI is living up to its mandate to be a diversity affirmative employer, open to welcome staff from both gender, with and without disabilities;
  • Monitor the implementation of Evaluation and Career development processes, including implementation and follow up of the Staff training plan;
  • Follow up the salary policy and participate in regular survey and benchmarking with other comparable organizations to track competitiveness and efficiency of HR policies, procedures and salary and in its updating whenever necessary;
  • Manage the monthly payroll for local staff;
  • Ensure working times are effectively drawn up and monitored;
  • Ensure follow-up of Staff Induction and Exits;
  • Management of healthcare coverage and any type of insurance relating to staff health wellbeing
  • Update HR management charts;
  • Lead and monitor the implementation of the safeguarding policies;
  1. Guarantee conformity with legal obligations and internal procedures:
  • Supervise the administrative follow-up of all national staff as per labour laws and legal requirements;
  • Manage the personal files and ensure confidentiality at all times;
  • Supervise the completion of administrative formalities related to the HR cycles of recruitment and exit from the organization;
  • Ensure HI human resources management is aligned to legal requirements, monitor changes in employment law and other NGOs’ practices;
  • Participate in the update of the Internal Regulations and Conditions of engagement of the

national staff;

  • Attend to the staffs complaints and needs regarding HR issues and support conflict

resolutions,

  • Translate documents (English-local language and vice versa); Interpret (English-Local

language and vice versa) in internal and external meetings on HR related issues when needed;

  • Assistance in organizing learning and/or team events;
  • Ensure proper administrative follow up and support of arrival International staffs;
  • Reporting and other HR duties: Prepare periodic reports and consolidate the bi-annual human

resource report, Travel to the field offices to enhance support to staff and communicate HR procedures/ practices;

  • To perform other tasks which may be asked by the line management
REQUIRED PROFILE Education and Competency

o     Minimum University degree, preferably in business administration, management or related field from a recognized institution of higher education

o     Experience, preferably a minimum of 2 years in administration and management

o  Strong communication and reporting skills,

Conditions

  • Status: Service contract with salary according to experience
  • Start:1st June 2020
  • Duration: 7 months (possible extension, linked to final confirmation on funding)
