Background:

We consider three thematic areas as central to sustainable change: the right to peace (R2P), livelihood (R2L) and quality education (R2QE).

In Somalia and Somaliland FCA has been working under a right to peace thematic areas since 2008 including governance and reconciliation projects and later has expanded in quality education (R2QE) thematic area.

 

Primary purpose of the position:

The TVET specialist will support implementation of the TVET and business skill development project in Somaliland and other potential Linking Learning to Earning (LL2E) programmes in SOCO.

Main tasks:

· Provide technical guidance/support on TVET policies, curriculum development, guidelines, TVET coordination and quality programming during consultations, partnerships and engagements with national government ministries and other stakeholders including TVET centres, private enterprises, NGOs, youth groups, and potential employers in public and private sectors or NGOs.

· Support the execution and dissemination of the TVET and private sector mapping exercises and other market assessments if needed. **

· Identify and design most appropriate TVET and skills development relevant and matched to market based opportunities especially in Somaliland. **

· Specify and ensure implementation of quality standards (including minimum training requirements, equipment, and tool and safety standards) in delivery of identified vocational training and skills development to targeted youth. The standards will be for both enterprise-based vocational centres and formal institutional based vocational training centres. **

· *Identify and specify a range of competency-based vocational training curriculum and training methodologies aligned to vocational qualification framework informed by the labour skills market survey and market systems development assessment.***

· Coordinate and lead the overall curriculum development within SOCO in close collaboration with short-term technical experts and relevant FCA thematic advisors, and ensure ownership and active participation of concerned stakeholders including government, private companies and other actors. **

· *In close coordination with the Project Manager, target and support identified vocational training and access relevant apprenticeship opportunities (through host enterprises) and possible internship or attachment in relevant government departments, civil society organisations and formal and informal private sector***

· *Closely monitor the overall TVET training programme for the trainees including business management support and career guidance and counselling (CGC).***

· With the support of the HO thematic advisor on R2QE and SOCO Education Advisor, ensure the integration of CGC, psychosocial support, child safeguarding and child protection in curriculum development and relevant trainings programmes for teachers and staff from relevant concerned agencies. **

· *With the overall guidance of the Project Manager, provide ongoing technical assistance and capacity building of TVET Department in effectively coordinating the regular TVET coordination meetings with the relevant stakeholders to promote harmonised TVET programmes and market driven curriculum development.***

· *Provide support to Project Manager in coordiding forums, consultative meetings, community engagements, and media related issues on TVET.***

· Support the preparation of the quarterly and annual progress reports of TVET and contribute the preparation of the quarter reports, monthly reports etc. **

· *Monitor and review progress of the plans and prepare periodic reports (Monthly, quarterly, Annual) of TVET skills project and the other project reports as requested by the project Manager.***

· *Support the selected TVET centre in planning, managing and monitoring of the TVET and business management skills development and trainings as well as the coordination of the formulation and operationalisation of its cost recovery plan.***

· *Support the Project Manager to monitor, regularly review the progress, maintain skills training database and contribute to result-based monthly, quarterly and annual reports. .***

· *Develop and maintain network with other TVET stakeholders to promote synergy and share of experiences, success stories best practices and status.***

· In close coordination with Project Manager, support to track and effectively organize all project documentation related to TVET programming. **

· *Support project manager to Develop Program Standards for information sharing with communities and post those in program service delivery sites; actively share appropriate programme information with targeted communities;***

· Closely work with MEAL Coordinator to develop TVET training database, collect relevant data for monitoring and evaluation purpose and ensure documentation of best practices and lessons learned. **

· Perform any other duty as assigned by the supervisor.

Quality Control:

· Contribute to the technical expertise and inputs for the overall implementation of the TVET programs within SOCO, and particularly in the formulation of the LL2E potential programs in Somaliland and South Central of Somalia

· In close collaboration with the Project Manager, ensure the quality of project deliverables, suggesting action/corrective measures and supporting in monitoring of progress against intended outcome, outputs, activities and budget

Experience:

· Completion of Master’s Degree in public policy, TVET related subject, education or any other relevant area from a recognized university or *technical education or equivalent***

· Over 5 years proven practical experience in TVET sector and skills training programmes including 3 years solid *solid experience in development of the market driven TVET related curriculum, provision, and coordination of TVET skill trainings.***

· *Experience in a similar position in private sector or UN/NGOs.***

· Knowledge of and experience in working and coordinating with government ministries, INGOs system, private sector and development agencies/partners will add great value.

· Excellent analytical and report writing skills. Experience in baseline and evaluation of impacts of vocational skills training. **

· Strong communication and interpersonal skills

· Excellent understanding of promotion of livelihood opportunities for youth programming.

· Experience working in the marginalised communities with understanding of challenges facing youth in Somaliland and Somalia

· Computer literacy, particularly in Word, Excel, and PowerPoint

· Fluency in written and spoken English

· Strong knowledge and proven working experience in TVET/Education/Livelihood in both humanitarian and development aid

· Leadership and teamwork skills
