Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Under the direct supervision of the Electoral Logistics Advisor (P3) and in coordination with the Logistics department, the Logistics Specialist trains, advise and supports the National Independent Electoral Commission (NIEC) in warehouse and asset management at HQ and performs the following;

Within delegated authority, the electoral Logistic Specialist will assist Electoral Logistics Advisor (P3), in carrying out the warehouse, port and customs activities and contribute to the implementation of electoral programs and processes in one or more of the following areas, as required:

  • Contributing information for planning and budgeting, receipt and repackaging of elections materials and equipment, barcoding and create a database for all election materials and other administrative support and capacity-building;
  • Translate UN/UNDP asset management operational strategies into practice; provide full administrative support, training and budget control for supply/assets management as per UN rules.
  • Prepare proposals and inventory updates and reports for auditing and continuous improvement;
  • Advise Assets Management to NIEC team on how to manage NIEC assets as per UN’s and donor requirement; provide expert advice and guidance to NIEC on asset management system performance.
  • Advise the NIEC in developing and implementing a long-term asset management training plan and an assets management capacity development plan.
  • Assist NIEC in identifying data sets to be brought into assets management system.
  • Work in close cooperation with and advise the NIEC Electoral Offices on financial and asset management according to NIEC rules and regulations.
  • Ensure compliance to UNDP IESG guidelines for implementation of activities related to warehouse and asset management;
  • Advise, support and contribute to the drafting of the NIEC HQ warehouse and asset report, national logistics plans for electoral operations and activities which include deployment and retrieval of electoral materials, equipment and polling results.
  • Monitor and support coordination and implementation of the relevant logistics plans;
  • Assist the NIEC HQ warehouse in establishing and implementing a storage and supply chain tracking system on electoral materials and equipment as well asset management system.
  • Provide technical advice to and support the NIEC with warehouse management, and develop a strategic mechanism on quality control when Voter Registration and polling materials are deployed/retrieved to the respective to / from VR and polling centres;
  • Train NIEC field staff on logistics planning, assets and warehouse management, fleet management and logistics reporting,
  • Support and advise the NIEC in maintaining their assets at a functional level of operational readiness; this includes conducting a periodical inventory as guided by the Government Public procurement policy.
  • Perform other related duties as required.

Qualifications/Requirements

Required degree level: Master degree or equivalent

Education – Additional Comments:

Bachelor Degree in Business Administration, Logistics, political sciences, international relations, public administration or other related disciplines.

Required experience: 36 Months

Experience remark:

  • A minimum of three (3) years of progressively responsible experience in elections, logistics, supply chain management and related areas;
  • Good knowledge of UN field Mission (SPM/DPKO) is desired;
  • At least 2 years of experience in implementing, supporting or advising on electoral logistics in multiple countries is required;
  • Electoral experience in developing or transition economies is desirable.

Experience in post-conflict situations is desirable.

Language skills:

  • English(Mandatory), Level – Fluent
