Senior Project Officer – Galkacayo
JOB DESCRIPTION
Position: Senior Project Officer
Duty Station: Galkacyo, with frequent travel to Project sites
Reports To: National Program Manager
Working Hours: 8 hours per day for 5 days

Overall role of the position:
The Senior Program Officer – Galkacyo will be responsible for the daily coordination and collaboration with the authorities, other stakeholders like NGOs and overseeing the implementation of the UNHCR project
Reporting to the National Program Manager,based in Garowe, the Senior Program Officer closely collaborates with national program managers, Field Coordinator and programme coordinators (health & nutrition, WASH, FSL and education) and serves as the lead focal person for the UNHCR project. The Senior Program Officer is expected to support smooth project implementation while adhering to the protocols and operating procedures of the organization.
Specific Job responsibilities:
Direct Implementation & On-the-Ground Monitoring/reporting
- Lead on implementation of UNHCR project activities per work plan and proposal, ensuring that all activities are on track and implemented with fidelity;
- Assist National Program Manager in development of Detailed Implementation Plan and track the progress of project as per Detail Implementation Plan;
- Develop monthly work plan based on overall project plan and share report on monthly basis with National Program manager
- Conduct regular visits to the project sites to assess progress, challenges and report back any delays on the ground;
- Develop and share success stories and case studies related to project with National Program Manager;
- Be flexible and willing to step in and undertake other tasks not in the job description in order to ensure smooth program implementation;
- Carefully monitor project work plan, reporting back to supervisor on progress, delays, challenges and request any support needed from the technical teams.
Coordination and Representation, Data and Reporting
- Responsible for the planning and timely implementation of all activities ensuring adherence to RI and donor policies and procedures;
- Coordinating with support departments, including efficient and effective financial operations and budgeting, administration, human resources, logistics, procurement and security in compliance with RI and donor regulations;
- Daily coordination with logistics team to ensure smooth running of department;

- Assume overall responsibility for staff safety in the area of operation;
- Ensure the timely and quality delivery of weekly, monthly, quarterly and annual project reports and staff contributions to organizational monitoring and evaluation requirements to ensure project quality, relevance and accountability to RI’s beneficiary populations;
- Keep close coordination with Regional Authorities, Camp managements and ensure their engagement in implementation of project activities;
- Support programme staff to create synergy between the sectors;
- Actively participate and represent RI in coordination meetings with NGO colleagues, meetings conducted by local and state authorities, UN agencies and stakeholders;
- Liaise with partners and local authorities whenever it serves the objectives of the programme;
- Participate in local cluster meetings and working groups representing RI and reporting on successes and gaps in life-saving services;
- Build relationships with field staff from other agencies ensuring smooth coordination of activities and preventing overlaps;
- Regularly report back to supervisor on issues seen with project implementation, staffing or other challenges;
- Take photos of activities for monitoring and reporting purposes;
- Write progress activity reports and contribute to donor reports;
- Attend technical trainings to gain new knowledge and bring these messages back to the field teams;
- Be flexible and willing to support the team with other data or program reporting as is needed.

- Performance of any other duties and tasks as requested by line manager
- Understand and adhere to Relief International established policies and procedures for administration, finance, procurement, data management and beneficiary data protection, child protection, Code of Conduct (including Sexual Exploitation and Abuse and Harassment) and security management;
- Reinforcing and ensuring compliance to policies and procedures and support of Child Protection Focal Point;
- Be flexible and willing to support the team as is needed.
Requirements
- Graduate Degree in social work and or other relevant discipline;
- Demonstrated 3 years of overall experience; and preferably a minimum of 1 year specific experience of managing Livelihood, Education, WASH and protection.
- Good knowledge of project cycle management.
- Experience of implementing best practices;
- Good understanding of education concepts and issues in emergency context.
- Strong interpersonal & team building skills and excellence as a team player
- Fluency in written and spoken English.
- Ability to develop and maintain productive, effective working relationships with stakeholders.
- Advanced organizational skills including the ability to manage numerous tasks concurrently, use initiative, establish priorities and work to tight or competing deadlines.
- In hand experience of using Microsoft office (MS word, MS excel, PowerPoint etc)
- Experience in staff management will be an added advantage.
- Experience working with UNCHR is an added advantage.
