- Organizational Context/Background The Ministry of Internal Security (MOIS) is working towards a vision of a
federated Galmudug State of Somalia which is democratically accountable and upholds territorial integrity and lasting peace within and with its neighbors and where citizens enjoy sustainable security, access to justice, the rule of law and full enjoyment of their human rights. The MOIS is vested with the mandate to strengthen strategy, policy and coordination mechanisms and to reform and develop professionalism, accountability and capacity of the security and justice institution in the state.
- Job description The Security analyst is aligned under the Ministry of internal Security of
Galmudug State. The security officer will supports Ministry and serve as the security, intelligence and rule of law adviser relating to counterterrorism and also advise the coordination and facilitation of the all security institutions of the Galmudug state and national forces
Security officer: The mission of the Security analyst (SA) is to support facilitating the overall activities of the Ministry of internal Security of the State. The Security officer will also incorporate with all other Security services within the state and work with them timely as military, security, intelligence and counterterrorism information they need to keep the Galmudug state safe, and secure state.
The security analyst plays a vital role in keeping in Galmudug proprietary and sensitive information secure. He/she works inter-departmentally to identify and correct flaws in the Galmudug security systems, solutions, and programs and implementation of National security architecture under the state authority
III. Key Deliverables
- Monitoring security analysis and risk mitigation
- Conducting security assessments through vulnerability testing and risk analysis
- Performing both internal and external security audits and reporting through comprehensive security protocols
- Analysing security breaches to identify the root cause
- Continuously updating the Galmudug state incident response and disaster recovery plans
- Verifying the security of third-party relation and collaborating with them to meet security requirements
- To prepare comprehensive security bench-marks for security analysis
- Conduct monthly comprehensive report for incidents in Galmudug
- Daily briefing security situation in Galmudug to director general
- Conduct sharing of experience among the Galmudug security institutions and other stake holders
- Prepare an annual security work plan including professional training for all aspects of security including MOIS compliance and training needs.
- Conduct stakeholder interviews to determine the present state Security processes, evaluating their progressive.
- Conduct training and case analysing skills for the security officers
- Prepare and conduct productive and comprehensive system for security analysis
- Responsible for solution documentation in support of operational readiness, which may include training, process development and explanation of standards.
- Own the development and documentation of security standard operating procedures, play-books and work-flow diagrams for Security,
- communicating outcomes to relevant stakeholders; review and improve processes annually to drive continuous improvement and ensure process reflect updated regulatory changes Lead, communicate, and schedule process awareness training sessions with stakeholders for new or updated processes
- Leads security initiatives with system compliance tasks with operations and project management teams Contributes as a subject matter expert on all compliance related initiatives, control reviews, audit preparation activities and auditor interaction
- Develops stakeholder reporting and metrics deliverables
- Contributes to the Security Awareness program and other training objectives
- Advise the work assignments and schedules of all staff assigned to the office.
- Serve as the first advisor reporting on performance evaluations of all staff assigned to the security institutions.

- Recruitment Qualifications and Competencies
Education: Master degree in Security studies, Social science, international relationship Political Science or equivalent from recognized educational institutions;
Respect for diversity and ability to adapt to different cultural settings.
Experience:
5 years postgraduate qualification experience or more, working as a senior level within Government or relevant institutions;
Significant hands-on experience at senior level leadership is desirable;
Relevant practical experience in the development and implementation of institutional frameworks and systems;
Strong leadership and administration skills;
Ability to engage with senior government officials;
Strong presentation and public speaking skills;
Ability to manage a diverse team and partner relationships;
Experience in the development of human capacity by way of mentoring and training;
Competencies:
The key results have an impact on the success of the Ministry of internal Security activities. In particular, the key results have an impact on the design and implementation of the Ministry program activities, strengthening of strategic partnerships for Programming including National security Architecture implementation.
Demonstrates integrity by modeling the National security values and ethical standards
Advocates and promotes the vision, mission, and strategic goals of Ministry and
Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
treats all people fairly without favoritism
No evidence of any criminal of terrorist associations.
Language requirements:
Fluent in written and spoken Somali and English
