The Role
Department Purpose:
To work with the humanitarian team and long-term development team to take leadership role in contributing of Oxfam Somalia strategy on humanitarian and resilience strategy. providing technical, implementation and management support to Oxfam’s SomRep program. The position requires supporting staff on implementation of resilience program with atmost quality to realize resilience target at community and HH level. The Job holder is instrumental on need assessment, project development, emergency response, humanitarian capacity building and most critically linking humanitarian to long term resilience work. Project Implementation and setting up Monitoring Evaluation Accountability and Learning (MEAL) with strong coordination with INGO Consortium, HCTT and Food Security Cluster. This role demand visionary and dynamic person with strong resilience background who is proactive to lead, invent innovation and high quality work for building capacity, in good linkage with Resilience and Social Protection work, work closely with SomRep consortium members, influence to relevant ministry and private sector and other humanitarian actors including private sector for scale-up good practices and integration of women transformational leadership into relevant work .

To work with the humanitarian and resilience team in implementing the emergency food security and vulnerable livelihood programme
Job Purpose:
Ensure the coordination, oversee the management and support technically the implementation of Emergency Food Security and Livelihoods (EFSVL) activities in Somaliland operational districts.
Job Responsibilities
Technical
- Analysis of vulnerability, hazards, and threats and develop projects that strength local capacities to cope with shocks and stresses.
- Design and implement program leading to reduced mortality, ensure quick recovery, reducing social & economical costs, anticipating, planning, preparing, coping, buffering and recovering swiftly
- Plan, design and implement of food security, livelihoods and resilience program of Oxfam, and cash transfer programme/project to address resilience livelihoods needs of the disaster-affected population, ensuring gender mainstreaming and where appropriate linkages with the humanitarian-resilience conundrum. Ensure that the programme is implemented with acceptable Standards, quality, cost effective, consultative, participative, gender-sensitive and inclusive way.
- Leader technically on the development of disaster risk management and resilience work of Oxfam Somalia/land
- Provide technical backstopping on SomRep projects and ensure quality and timely coordination
- Providing capacity building and organize /facilitate training on DRR, early warning, CAAPS, VRAs EMMA/EMMA, 48 Hours EFSVL tools or IPC to Oxfam staff, Partner Staff and sector actors.
- The team leader will be responsible to building community-based resilience and livelihoods of drought affected communities with limited coping mechanisms left. The job holder will enhance community-based institutions development to ensure those are the focal points/entry point for strengthened livelihoods work
- Work with other team to strengthen the adoptive and absorptive capacity of the people in collaboration and coordination with various interventions taking place in the same areas
- Support to partner organizations in the oversight of Resilience and livelihoods programme in Somaliland and Puntland in line with Oxfam policy and agreed standards (as per approved project plans)
- Ensure proper implementation by field staff and partners to achieve the agreed objectives. Support food security technical part on top of leadership and coordination role
- Identify opportunities of scaling up and ensure these are coherent with the rest of the programme, work closely with EFSVL coordinator, WASH, gender, logistics, finance, admin, HR based in Hargeisa
- Explore and promote technological options (like mobile money transfers, bank transfers…) for scale up and for increasing effectiveness and efficient program, thought leader in innovative livelihood options
- Design or identify tools and approaches for use in achieving adoptive livelihood options leading/contributing to transformative change, food security, livelihoods and market monitoring.
- participate/lead in market assessments and in any other assessment as needed;
- Play a leading role in the cluster system, including the SomRep cluster meeting, Food Security, WASH, protection or Cash/Market WGs or sub-cluster group and support delivery of its work as required; Share Oxfam learning and best practice with clusters, Govt bodies and key stakeholders.
- Ensure that all work is carried out in a way that is conflict sensitive, sensitive to community needs and gender issues and in particular to promote the full and equal participation of women in all aspects of the program.
- Ensure that program analyse and address specific vulnerabilities in light with recurrent drought in Somalia
- With food security and livelihood coordinator, HPM, Technical team, Operational Lead and CD, develop funding proposals for food security and livelihood recovery linking with the OCS as appropriate
Leadership
- Provide technical support on vulnerable community of pastoral and agro pastoral community project implemented by Oxfam or partners on the area of livelihoods and resilience work under SOMREP, community capacity building and livelihoods models to be employed.
- Take part direct implementation of SDC, DFAT and other resilience building project in light with the resilience and livelihoods diversification priorities of the project and implement according to plan and expectation of Donor requirement
Management
- Represent Oxfam in various platforms on food security, resilience livelihoods issues at various relevant clusters and other coordination meetings and liaise with NGOs, UN and other stakeholders on a regular basis.
- Directly manage DRR team, livelihoods and EFSL officers in the field
- Focal person on linking resilience and vulnerable livelihoods in close coordination with EFSVL Co
- Coordinate and represent Oxfam in indifferent forums /meeting with government, UN particularly food security cluster or other NGOs at the national or local level.
- Any other duties may be assigned by the line manager.
Job Requirements
The post holder will have the following essential attributes.
- Relevant qualification background – Degree in Disaster risk management and Sustainable development, Agriculture Economics / Veterinary science, Agriculture engineering / Soil & Water Conservation Engineering / NRM
- Demonstrate very strong leadership and management skills and ability to implement and build a good team.
- Demonstrate a commitment to humanitarian principles and values and motivate others towards them.
- Excellent understanding & proven / progressive experience (Minimum 5 Years) of planning / designing and managing DRR and FSL interventions in Somaliland context (pastoral & agro-pastoralist community)
- Demonstrable experience of working on DRR, early warning, Contingency plan and resourcing, market related component of livelihood such as value chain management etc.
- Good understanding of the sustainable livelihoods approach and related issues
- Good understanding of cash-based interventions & food aid programmes
- Good understanding of and commitment to linking of relief, recovery and development work in FSL programmes
- Ability to analyse complex development / humanitarian contexts, monitor change and translate into appropriate strategic planning and advocacy
- Demonstrated collaborative approach including working with government actors/officials with good negotiation skills, diplomacy and tact.
- High degree of self-motivation, able to deliver tasks while operating under pressure and in difficult environments
- Sensitivity to cultural differences and ability to work in a variety of cultural contexts
- Well developed interpersonal and team skills which have been able to develop effective multi-disciplinary and multi-cultural teams
- Proven ability to be flexible in demanding situations
- Fluency in writing and speaking Somali language is essential
- Excellent report and proposal writing skills and experience in facilitating workshops. Good written and spoken English is similarly important.
- Good computer skills (MS-word, MS-Excel, MS-Power Point and use of Email and Internet).
