Job Title: Somali Office Director

Classification: Overview: IBTCI is currently seeking a Somali Office Director for an upcoming USAID/Somalia Evaluation, Learning, and Monitoring Initiative (ELMI). Somalia ELMI will provide monitoring, evaluation, and program design and learning support to the USAID/Somalia mission. This is a full time position based in Mogadishu, Somalia, and will oversee the project’s Somali office, coordinate Third Party Monitoring (TPM) activities, and liaise with the project staff in Nairobi, Kenya.

Responsibilities
Essential Duties/Tasks and Responsibilities:
- Provide administrative coordination and overall operations oversight of third party monitoring site visits throughout Somalia
- Frequently liaise with the Quality Assurance Manager and other project staff in Nairobi, Kenya on project activities in Somalia
- Ensure all third party monitoring activities are in compliance with IBTCI and USAID requirements and standards
- Interact with USAID Implementing Partners (IPs) throughout Somalia
- Interact in a professional manner with USAID mission, Embassy and government officials
- Ensure the timely completion of all third party monitoring deliverable
- Other duties as assigned.
Qualifications
Minimum Requirements:
- At least 7 years of experience in international development
- At least 5 years of management experience in monitoring and evaluation, including third party monitoring
- Demonstrated experience interacting with Senior U.S. and foreign government officials, and other relevant stakeholders
- Excellent communication and leadership skills
- Fluency in written and spoken English and Somali
- Strong knowledge of the Somali context
Education: A Bachelor’s degree in international development, project management, or a related field is required
Preferred Knowledge, Skills and Abilities:
- Experience working with/on USAID programs
- Experience with Monitoring, Evaluation and Learning
- Willingness and ability to travel to various project sites in Somalia as needed
- Strong interpersonal skills
Working Environment: Work is typically performed in an office environment.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does have supervisory responsibilities.
Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.
Work Authorization: Candidate must be authorized to work in Somalia
