Background
The Benadir Regional Administration (BRA) has developed a framework for responding to COVID-19 at the regional level in Mogadishu. The COVID-19 management strategy sets out the categories of risks (information and coordination, awareness, health services, economic and social) explains how BRA COVID-19 Task Force proposes to tackle the various categories of risks, including those relating to IDPs in particular. The strategy takes into consideration the following objectives:
- Activate an Emergency Operation Center and establish a whole-of-community incident management structure.
- Understand the real-time spread of COVID-19 in the community.
- Slow and reduce transmission.
- Focus protection on high risk-groups.
- Reinforce and expand health system surge capacity to sustain healthcare operations and avoid high mortality.
- Expand risk communication and community engagement.
- Mitigate economic and social consequences of the COVID-19 pandemic.
Preventing infection requires providing resources (material, financial and informational) to enable people to take the actions required to reduce infection rates. Through a multi-stakeholder approach, that includes government and community health practitioners there has been a concerted effort to initiate raising awareness of coronavirus. This includes the commissioning of sensitization and awareness efforts, such as creating posters and placing free water and wash posts, which are critical in ensuring communities, are aware and more importantly have access to resources to protect themselves.
There is need for sustained awareness creation on infection prevention and control and the efforts the Government is doing to mitigate the socio-economic risks of COVID-19. Therefore, the DSU/BRA is looking for a Public Relations / Communications Agency Consultancy Services to expand upon risk communication and community engagement for COVID-19.
Roles and Responsibilities
Under the supervision of the DSU and Humanitarian coordinator, the agency will undertake the following:
- Promote and sustain awareness on Infection prevention and control for COVID-19;
- Communicate BRA’s strategies, interventions and programmes to mitigate COVID-19 risks;
- Media relations with pertinent media stakeholders;
- Develop communication strategy;
- Develop targeted messages for different stakeholders including vulnerable groups IDPs and urban poor;
- Carry out and manage continuous audience research to establish reach and perceptions;
- Develop platforms for the BRA to
- Develop and manage campaigns for social and behavioral change;
- Ensure BRA, implementing partners and donors have visibility via social, local and international media;
- Develop content for radio, TV, and DSU website;
- Provide support in media engagement;
- Perform other tasks as assigned
Expected Results
- TV and radio shows on COVID-19 prevention, response and interventions by the BRA to mitigate its impacts and risks;
- Development and dissemination of content on COVID-19 through print, electronic and social media;
- Communication campaigns with regard to COVID-19;
- Newsletter and video production;
Qualifications / Experience
- Be a legal entity registered in Mogadishu Somalia.
- Minimum of 2-5 years of experience in media, advertising, Journalism, Video Production, Public Relations, Film or a related field
- Proven experience in designing and managing communications and outreach strategies
- Extensive experience in campaign development and implementation;
- Proven experience with TV, video and radio production.
- Excellent written and verbal communication skills;
- Proven experience in social media and networking expertise;
- Content writing experience for all media platforms;
- Experience with several distribution channels, radio, TV and digital;
- Previous experience with designing campaigns targeted towards behavior change;
- Experience working with government UN and other international organizations desirable;
- Fluent in English and Somali (written and oral);
- Applicants must provide a proposal including a brief implementation plan and show capacity to deliver on all requirements stipulated above

- Business Registration with Benadir Region required.
- Previous work experience with Mogadishu Municipality a plus.
