Request for organizing and airing talkshows and messages in Jowhar and Baidoa

1. Background

Somali peace Line (SPL) is non-profit making and non-governmental local organization, established to contribute towards bringing lasting and sustainable peace, advocate for human rights of disadvantage groups, capacity building, social harmony and good governance. Somali Peace Line was founded in 1995, following the second International Congress of Somali Studies in Paris, France that looked at the “Culture of Peace in Somalia”. SPL is committed to empower Somali Society to solve its internal problems through peaceful dialogue. SPL is a key member organization of the Somali civil society organizations and is continually acknowledged and appreciated by its partners for its tireless commitment and collaboration in the cause of social change.

1.    About the project

Somali Peace Line in partnership with the Life & Peace Institute (LPI) is implementing a project that addresses some of the obstacles that curtail the participation of women and youth from decision-making in Somalia. In order to maximize the awareness level of COVId19, the project will also organize talk shows, messages and distribute personal protection materials in public areas in Jowhar and Baidoa.

2.    The objective of the TOR

The objective of the TOR is to increase the community awareness on the increasing risk posed by COVID19 pandemic

3.    Purpose of the assignment

The talk shows are being produced as part of COVID19 response plan in Baidoa / Jowhar for a period of two months. Competent radios /TVsare sought to produce and air radio program to raise awareness and contribute towards prevention and responding the risk posed by COVID 19 pandemic.

4.    Work plan

The media company will organize and air talk shows and public Service Announcements(PSA).

• Three radios / TVsto produce and air6 talk shows for a period of 8 weeks – twice a day in Baidoa/Jowhar
• Three radios to produce and air 6PSA messages twice a day for a period of two months in Baidoa/Jowhar

5.    Scope of the assignment

The activities target two towns of Baidoa in Southwest and Jowhar in HirShabelle- meaning the public residing in these two districts and surrounding areas will be reached through awareness campaign messages on local FMs.

6.    Selection criteria

The radio will be selected on the assessment of technical and financial proposals.

Technical proposal will include:

• Track record in developing and conducting radio program for social sector
• Have a wide coverage
• Expressing of interest outlining how the radio meets the selection criteria and their understanding of the ToR
• Organizational profile containing evidence of the work done in this area
• Only registered agencies in Southwest and HirShabellestates of Somalia will be considered

Financial proposal will include:

• Financial proposal detailing itemized production and airing costs

Interested organizations having relevant expertise and experience can submit their technical and financial proposal (hard and soft copies) into separate sealed envelopes by July 20, 2020 to SPL HQ in Mogadishu.
