• Project Implementation
• Under the guidance of the technical line manager, the post holder will be responsible for the development of the detailed project implementation plans (procurement and phased budgets) and review its implementation progress against the set target for the Early Childhood Education project.
• The post holder will maintain close co-ordination with other Save the Children programme sectors to ensure effective and appropriate linkages ensuring efficient/synergized delivery of all programme activities.
• Ensure a participatory and effective approach to the development, implementation and monitoring of specific project activities

·         Prepare detailed action plans (activity and budget plans) and implement upon approval by the technical line manager.

• Develops and disseminates information and resources related to early childhood to support teachers, classrooms, and program staff working under his/her guidance
• Provides intensive coaching (individual or group) teachers/caregivers on teaching practices of early childhood education.
• Provides skill development and mentoring to staff progressing in their position by performing on-the-job technical assistance and mentoring of specific skills related to the field of Early Childhood Education.
• Providing guidance and support to staff with implementation of curriculum/plans and assessments.

·         Provide technical assistance to state level MoEs, teachers and CEC through mentoring, developing standards monitoring/supervision tools, guidelines and trainings and other mechanisms to ensure quality of pre-primary education

• Budgeting and Financial Management
• Prepare monthly budget expenditure plans and ensure that all forecasted project budget is utilised as per the project implementation plan.
• Monitor expenditure against approved field budgets, ensuring that expenditures are documented properly and that documentation and receipts are authentic representations of expenditures. Participate BVA meetings and share concerns related to budget usage.
• Ensure all project budget lines are used according to the donor requirement and for the intended purposes.
• Monitoring, Evaluation and Reporting
  • Support the project team in participatory monitoring and evaluation of project activities, ensuring the participation of children, caregivers, teachers and their communities.
  • Ensure that the project quality benchmark is achieved.
  • Support project assessments including baseline, midline and end line.
• Advocacy & Institutional Learning
  • Participate in the critical review of project activities and in the identification and documentation of lessons learnt.
  • Participate in the documentation and dissemination of learning, both internally and externally, to ensure that good practice is understood by all.
• Staff Management & Human Resource Development
  • Provide effective line management to the project assistants, in accordance with standing programme policies and procedures.
  • Provide on-job apprenticeship to the project staff working under the position holder’s line-management.

·         A degree in Early Childhood Education/Childhood Development is a key requirement for this position

·         Minimum of 5 years’ experience in working with international NGO’s preferably on Pre-school education.

·         Knowledge and experience in working with early childhood centers

·         Proven knowledge in tracking learning outcome for pre-school aged children including application of relevant tools.

·         Proven Knowledge of the minimum standards of Education and Child protection is an added advantage

·         Proven ability to manage a programme including management of human and material resources.

·         Ability to produce analytical and well-presented project reports and proposals.

·         Ability to communicate and maintain tactful relations with relevant local authorities in politically and culturally sensitive environments.

·         Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, considering cultural and language difficulties.

·         Flexible, adaptable, able to improvise and work in stressful, volatile environment.

·         Experience of supervising and motivating field staff.

·         Strong organizational, interpersonal, and communication skills.

·         Representational and advocacy skills.

·         Excellent verbal and written communication skills in English and Somali.
