Job overview

The Health Officer will be part Swiss Church AID/ HEKS field team and is responsible for the implementation of the “COVID-19 emergency response in WASH and health to IDPs and host communities in Deka-Suftu and Kersa-Dula Woredas of Liben Zone, Somali region”.

The overall objective of this project is to Reduce and mitigate the humanitarian impact of COVID-19 pandemic to most vulnerable groups among IDPs and host communities living in two woredas of Somali region through infection prevention and control initiatives keeping community and primary health care services functional, and through improved access to safe water, hand washing kits and hygiene promotion adapted for Covid-19.

The position holder spends his/her time in project target locations and is responsible mainly for management and supervision of the Emergency COVID-19 response including ongoing planning, implementation, coordination, monitoring, reporting project activities. He/she also establishes and maintains relationships with community, local government and kebele leaders to identify priority needs, beneficiary targeting, joint monitoring and post distribution monitoring of the project outputs.

 

Major Responsibilities

  • Implementation of the COVID-19 project activities in the Deka Suftu and Kersa Dula Woredas, Liben Zone, Somali Region
  • Take the lead in planning the activities in accordance with the project documents and closely follow its proper implementation at field level
  • Keep track of the progress of project activities from beginning to end – from project set up to closure and handover
  • Ensure community involvement in the delivery and monitoring of COVID-19 hygiene and sanitation promotion activities and services
  • Plan, coordinate, organize and facilitate different kinds of training listed within the project document and any other hygiene and sanitation-based activities
  • Coordinate the development and dissemination of proper stigma-free IEC materials
  • Monitor and follow up timely and quality implementation of all activities including but not limited to COVID-19 sanitation and hygiene promotion activities and promptly identifying any current or potential challenges
  • Timely record and update project data using appropriate monitoring tools as well as formats/records sheets
  • Report regularly to the Head Office and concerned stakeholders on project progress and other relevant issues
  • Manage field-based community facilitators and coordinate their work
  • Work in close collaboration with Woreda sectorial offices, Woreda administration, and Kebele officials for selecting and targeting beneficiaries
  • Establish and maintain transparent, functional working relationships with local government at woreda levels and clusters and IDPs leaders and other NGOs operating in the project area
  • Closely work with all SCA/HEKS field team on how to integrate and align the COVID-19 response with other SCA/HEKS initiatives and priorities
  • Work with and provide technical support to the SCA/HEKS co-implementing partners
  • Maintain respectful and constructive relations with field project team
  • Represent SCA/HEKS at field level in managing resources (human, financial and other project resources)
  • Represent HEKS in UN Cluster task force meetings in the zone/woreda
  • Fully comply with SCA/HEKS policies and standards, including but not limited to safety and security procedures and provide input to security monitoring and assessments to enable and promote a safe and secure environment for project implementation

Other duties

The position holder is managed by the Country Office and is responsible for any other duties as assigned by the line-manager

Job Requirement

Education: Bachelor’s Degree in Environmental Health or related fields

Work Experience:  at least 5 years of relevant experience preferably with an NGO setting

Desirable Qualities, Skill and Competences

  • Demonstrated experience in emergency Health, Water, Sanitation and Hygiene response
  • Excellent communication skills, both written and spoken in English and Somali is required.
  • Excellent communication and coordination skill, preferably with the IDPs/host community and woreda line departments government
  • Ability to understand financial requirements of project and to manage activities in line with project budget
  • Gender sensitive and experience with inclusive approach (work with people with disabilities, extreme poor, minorities and other marginalized groups)
  • Ability to understand the cultural context of IDPs and use that culture as an input for community mobilization
  • Accountability & responsiveness within areas of responsibilities,
  • Passionate, dedicated and highly committed to work for the improvement of local communities
  • Knowledge of local contexts and operational areas
  • Ability to generate timely and quality reports
  • Knowledge and experience of the application of SPHERE links to emergency and longer-term development practices
