Position: Administration and Finance Officer (1 position)
Project: Somalia Emergency Food Security Program (EFSP)
Reporting to: Operation Manager
Employment Type: Full time, Service-term Contract
Duty Station: Qansah-Dhere , Southwest State, Somalia, with frequent field visits in project areas and any other place that may be deemed necessary.
Employment start date: 1st September 2020
Contract Length: 9 months contract with the possibility of extension subject to Mutual agreement and availability of funds
Introduction
The Centre for Research and Integrated Development (CeRID) is a non-profit organization founded in 2005. It operates in several regions of Somalia, with a head office in Beled-Hawo district of Gedo region. CeRID promotes community self-reliance for recovery and development through knowledge-based initiatives. Its thematic focus programs include: Research and Analysis, Education and Skills Development, Environment and Natural Resource Management, Economic Empowerment and Livelihoods, Water, Sanitation and Hygiene (WASH), Peace-building and Conflict Transformation, Gender Equity and Women Empowerment.
CERID is currently implementing Somalia Emergency Food Security Program (EFSP) in Luuq and Qansahdere, therefore it is looking for a qualified Admin and Finance Officer to work at CeRID office in Qansahdere.
Summary of the Post
Under the directives of the Operation Manager, the Admin & Finance Officer will be responsible for the day-to-day management of the Administration & Finance sector. The officer helps the Operation Manager in developing the Admin & Finance department initiatives focusing on the provision of effective and efficient financial and administrative services.
The Admin and Finance officer shall be responsible to perform a wide variety of tasks to ensure effective and efficient management of the Admin & Finance sector. The officer shall be required to assess the gaps in the sector, design, implement, report and documentation of the Admin & Finance department initiatiatives and activities. Working with the Operation team under the leadership of the Operation Manager, the position also contributes to the development and implementation of organizational strategies on the Administration & Finance sector of CeRID.
Key Responsibilities and Duties;
Programme Planning & Implementation
- Review banking arrangements to ensure timely transfer of operational funds
- Compile and check payment instructions to ensure calculations are correct and supported by accounting documents before posting details of financial transactions
- Verify all invoices, vouchers, receipts and supporting documents against specified expenditure requisitions and ensure payments are made against verifiable accounting documents
- Maintain complete records of all financial transactions such as payment vouchers, receipts and other documents in accordance with accounting procedures.
- Reconcile bank statements and check balances against verifiable documents
- Reconcile and balance accounts and prepare monthly expenditure returns
- Prepare timely month-end closure of accounts and including financial statements and reports
- Maintain proper filing system and preparing copies for all vouchers and support documents before submission to Finance Department.
- Filing financial documents in the appropriate area and improve the accuracy of the filing system, retrieving document when it is requested, perform regular quality checks on the file system and Keep logs of document that is taken out.
Cash Management
- Direct cash management operation by reviewing cash position to ensure availability of funds for daily cash administration and disbursements
- Constantly review current accounts and bank transactions to ensure timely transfer of funds
- Maintain cash box, continuously track and prepare cash flow reports and also evaluate variances
- Verify validity of invoices, ensure proper level of approvals and make timely cash payments
- Timely and accurate reconciliation of cash applications and disbursements
- Monitor cash transactions and bank account balances and investigate any discrepancies
- Review and drive improvements in cash management, ensuring financial obligations are met in accordance with financial policies and procedures
Administration
- Provide logistical support to Programs’ activities; including, coordinating the smooth implementation of and adherence to logistic and security procedures.
- Keep track of contractual agreements and assist users with contractual rights and obligations.
- Serves as the primary point of administrative contact and liaison with other CeRID offices, individuals, sub-grantees, and institutions on operational matters concerning the Program.
- Support in Human Resources management including leave management and payroll.
Strategic Partnerships & Donor Relationships
- Provide support to external auditors on a variety of technical accounting issues
- Participate in discussions with Bank officials on operational matters related to banking services
- Participate in contract negotiations with suppliers, contractors and service providers
- Preparing ad-hoc and monthly financial reports on project as needed.
- Perform other related duties as assigned by the CeRID Finance Manager
Qualifications
- Minimum Bachelors in Banking and Finance, Business Administration, Accounting, Economics or related field from a recognized institution.
- CPA or ACCA qualifications is a definite advantage
Work Experience
- At least 5 years of work experience in Finance or banking sector.
- Demonstrated leadership ability.
- Knowledge of and experience with spreadsheet (advanced knowledge of Microsoft Excel is a must), database and word processing software
- Excellent communication skills both verbal and written in English language.
- Excellent interpersonal skills and a collaborative management style.
- A demonstrated commitment to high professional ethical standards in a diverse workplace.

- Ability to challenge and debate issues of importance to the organization.
