1. BACKGROUND INFORMATION

• • About Norwegian Refugee Council and the Project

Norwegian Refugee Council (NRC) has been present in Somaliland since early 2006. Over these years, the Norwegian Refugee Council (NRC) has demonstrated a regional competence and expertise in working with displaced populations with programs in Food Security, Education, Water and Sanitation, Shelter, Information Counselling and Legal Assistance. Since 2013 NRC has become one of the leading actors in Implementing resilience programs in Somaliland.

1.2 Scope of the work; –

Drilling and equipping one (1) new borehole at 18 May IDPs settlement outskirt of Burao. Drilling depth will be around 170M and will be preceded by hydrogeological survey to identify a suitable site for drilling of a productive borehole with adequate water quantity and good quality. Water will be tested upon completion of works to ensure physical, biological and chemical parameters are suitable for human consumption. The borehole will be installed with solar pumping equipment thus make water affordable to the beneficiaries. An Environmental Impact Assessment (EIA) will be undertaken in order to identify potential negative environmental impacts of the project and put mitigation measures in place.

Interested companies who wish to submit their proposal should meet the below listed requirements;

• Valid license from Somaliland Authority
• Drilling permit from Somaliland Ministry of Water
• Valid Tax Clearance Certificate from Somaliland tax Authority
• Delivery Time (detailed Work schedule)

• Company’s track record of similar works (Drilling) – Please attach awarded contract, PO or certificate of completion as an evidence.
• Fair Price in comparison to NRC’s established rate
• Current bank account statement (for the last 6 months)
• Bid validity period (preferably 90 days)

NOTE: If you win this contract, there will be government revenue tax that will be applied will withhold the last payment until the vendors presents the tax receipt and at the same time NRC reserves the right to share the contract details with the tax authorities.

Manner of Submission:

Interested applicants can collect the bid documents from NRC Hargeisa office, Airport Road, Behind Ambassador Hotel or NRC Burao office during the period in between 18^th to 30^th August 2020 (from 8:00am to 12:pm)

Application should be submitted within a sealed envelope and inserted into the tender box in NRC Hargeisa office and the deadline should not be later than 31^st August 2020 at 4:00pm. Companies that submit their quotation after the deadline will not be considered.

The bid opening will publicly happen at NRC Hargeisa office by 1^st September 2020 at 2:00PM with the presence of bidder’s representatives who choose to attend and at the opening session, it will only be announced the name of the Bidder, the Bid Price(s) and NO further information that will be disclosed at this session.
