Job Purpose
The Information Technology Division provides a full range of automated tools and systems. It reviews recommended external systems for compatibility with existing and future systems. It provides training on general software used through the CBS and specific training for unique software systems. It develops and runs the automation tools for a national payments system for Somalia. The Division Head of Information Technology is responsible for overseeing and coordinating the Bank’s automation functions. In addition, the Head provides planning and guidance on management issues identified by the Director or the General Manager. He/she works in support of all Bank functions, programs, and departments. Advises the Director of Department of emerging managerial needs of the bank and recommends solutions.
Duties and Responsibilities
Effectively supervises the staff under his/her division including planning, organizing, directing, controlling, motivating, delegating, and evaluating work products.
Develops Information Technology Division business plan, budget and resources while ensuring alignment with the Bank’s overall strategy and direction.
Develops adequate policies, procedures, and processes for the Information Technology Division to maintain efficient operational excellence to achieve the Banks’s overall strategic objectives.
Fully develops and provides an effective system to process the country’s payments. (National Payments System).
Seeks ways to provide and improve the productivity of the automation technology operations through the efficient use of information technology, and improved management practices such as standard operating procedures, management objectives, training, and development.
Interact with stakeholders in definition of systems requirements for implementation of new technology.
Coordinates the work among different Units.
Ensures staff training is identified, planned, implemented, and evaluated.
Focus on recruitment, development, retention & organization of IT personnel in compliance to bank policies/ procedures.
Responds professionally and expeditiously to requests for automation services from other organizational units in the bank.
Recommends and implements improvements to the Bank’s automation systems that will make the Bank more effective and efficient.
Authorizes all hardware and software acquisition and maintenance contracts, soliciting involvement and participation of other management team members as appropriate.
Good understanding of System Design and implementation.

Possess skills to handle multiple assignment simultaneously
Qualifications
Education:
Bachelor’s degree in Computer Science, Math, or related field. Master’s degree is added advantage. Computer Network Professional Certifications and computer applications Professional Certifications are required.
Experience:
At least 8 years practical experience showing progressive responsible assignments including IT managerial experience. An experience in the Banking Systems is an added value.
Language:
Fluent in spoken and written English and Somali
