CHILD SAFEGUARDING: The role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The post holder will lead the program implementation of all activities under Education and Child Protection and Child Right Governance themes in the NORAD Programme Framework in South Central under Somalia under the supervision of the Programme Manager. S/he will oversee all Education, Child Protection and Child rights governance activities (including inclusive education, school-based disaster risk reduction or comprehensive schools’ safety, parenting without violence, as well as child participation and child rights policy development & implementation processes).

The Program implementation duties include ensuring all program activities are implemented according to the work-plan and at a high-level of quality; all reporting and planning is completed in a timely manner and at a high-quality; all communications are completed in a timely and accurate manner; coordinate well with key external stakeholders including Implementing partners and key government line ministries ; and with support from the programme manager, develop monthly and periodic financial forecasts and Monitor expenditure against approved field budgets including the Partner’s budget ensuring that budget is utilized as per the plan. This will be achieved through the provision of leadership and technical support to programme staff and partners within the designated area(s) of responsibility for the post.

The post holder is required to ensure all child safeguarding controls are enforced; and financial and administrative management adheres to Save the Children and donors policies, regulations, and good practices. In the absence of the Programme Manager the post holder will manage the NORAD Framework team members and respective project activities as they relate to the project in South Central Somalia.

Country Dimensions: Save the Children has been working in Somalia for more than 60 years. The Country Office has over 550 staff across 14 field offices (Boroma, Burao and Hargeisa in Somaliland; Bosasso, Garowe, Galkayo and Gardo in Puntland; Beletweyne, Adaado, Abudwak, Baidoa, Kismayo, Dhobley and Mogadishu in Central South Somalia). Our Country Office coordination and administration base is in Nairobi, Kenya. In 2017, as a result of significant scale up for the countrywide drought response, our annual spend FY2017 was US$117 million and we reached more than 2 million people through our humanitarian and longer term development work in Health, Nutrition, Water, Sanitation & Hygiene (WASH), Education, Food Security and Livelihoods (FSL), Child Protection and Child Rights Governance. The Country Office manages 61 active awards totalling US$165 million from a range of governmental/institutional donors, including DFID, ECHO, EU, FFP, OFDA, and DANIDA being some of our largest.

KEY AREAS OF ACCOUNTABILITY:

Programme Development, Planning and Representation

Inform and advise the development of projects relating to relevant Thematic Programme Priorities, through developing effective networking with government, local and international agencies and community contacts.

Support the project team to integrate the views of children and communities with whom Save the Children works into the project’s planning documents (including work plans and strategic plans).  Work with the team to discuss plans and their implementation with children and communities.

Represent Save the Children’s NORAD Framework Programme at interagency and national meetings, where required or appropriate, to enhance the profile of the organisation and issues for children.

Project Implementation

The post holder shall be fully conversant with all donor obligations requirements, ensuring work planning and programming to ensure their timely implementation.

The post holder will maintain close co-ordination with other Save the Children programme sectors to ensure effective and appropriate linkages ensuring efficient delivery of all programme activities.

Ensure a participatory and effective approach to the development, implementation and monitoring of specific work plans among team members.

Prepare Project Monthly Report for presentation to the NORAD Framework Programme Manager

Budgeting and Financial Management

With support from the programme manager, and with the participation of the project team members develop monthly and periodic financial forecasts by the 1st day of the last week of the month or as requested by the programme manager.

Monitor expenditure against approved field budgets, ensuring that expenditures are documented properly and that documentation and receipts are authentic representations of expenditures.

Follow up on funds transferred and liquidation of funds based on signed Memoranda of Understanding (MOUs), Sub Grant Agreements (SGA) and with line ministries

Monitoring, Evaluation and Reporting

Support the project team in participatory monitoring and evaluation of project activities, ensuring the participation of children and their communities

Manage all programme data including the Education Management Information System (EMIS)

Develop and submit monthly progress reports to the Programme Manager NORAD FRAMEWORK

Coordinate monthly programme support visits to schools and CWCs and submit a report to the programme manager  .

Advocacy & Institutional Learning

Participate in the critical review of Save the Children’s activities and in the identification and documentation of lessons learnt.

Participate in the documentation and dissemination of learning, both internally and externally, to ensure that good practice is understood by all.

Staff Management & Human Resource Development

Provide effective line management to project staff as identified by the Programme Manager, in accordance with standing programme policies and procedures.

With the support of the Programme Manager, and/or other Senior Management Team members, address staffing issues in an effective, participatory and professional manner, including the facilitation of linkages between Project Officers, partners and senior management.

Take the lead of implementing performance management with staff including performance management information inductions, and support staff set performance objectives every six months and conduct mid term and final reviews annually

Act as a resource to programme team members and partners who seek guidance and professional input in their work.

Participate (assume a lead role) in the delivery of technical training programmes where appropriate.  This will include delivering or facilitating specific sessions or topics and, where appropriate, co-ordinating a complete workshop.

Participate (assume a lead role) in course/workshop reviews and in the preparation of training reports.

QUALIFICATIONS AND EXPERIENCE

Essential

A degree in Education or other Social Sciences from a recognized university is a minimum requirement for this position.

Minimum 4 years technical working experiences on relevant thematic areas (Education & Child Protection) including 3 years’ experiences on management role

Solid knowledge and experiences in basic education; or child with disability; or child protection; or inclusive education program; school-based disaster risk reduction or comprehensive schools safety; child participation and child rights policy advocacy

Solid project management skills related to international development project with a proven history of delivering results

Previous experience of managing and developing a team and the ability to lead, motivate and develop others

Substantial experience and knowledge of effective financial and budgetary control

Ability to analyse information, evaluate options and to think and plan strategically

Excellent interpersonal and communication skills

Fluency in speaking & writing in Somali and English

Demonstrate skill on presentation and ability to write high quality report and other project documents in Somali and English

Desirable:

Strong commitment to children and their right to and need for education, rights and protection.

Strong training capacity for duty-bearers and right-holders

Knowledge of technical report writing and communication skills.

Knowledge of child friendly education/ active learning / and or learner centred pedagogy

Ability to meet deadlines.

Knowledge of psychosocial approaches and disaster risk interventions.
