1-   Job Purpose
The Director of the Support Services Department is responsible for overseeing and coordinating the Bank’s management and administrative functions, including, buildings administration and operations, Security and Transportation, and Procurement. To execute the role of building administration and operations. The department is responsible for a wide variety of building and facilities services. In addition, the Department Director provides planning and guidance on management issues identified by the Governor and Deputy Governor or the Management Committee. He/she directly supervises four divisions and works in support of all Bank functions, programs, and departments. He/she develops and implements the General Services strategy and the Department’s regulations, instruments, methods, and procedures. Advises the General Manager of emerging managerial needs of the Bank and recommends solutions. She/he implements the Procurement strategy, regulations, instruments, methods and procedures, security systems, both physical and logical and leads the automation project including but not limited to core banking, ERP and national payment.

2-   Duties and Responsibilities
o  Provides a full range of services to the CBS including Security, Maintenance and

Transportation, Procurement, Office Systems, Facilities Systems, and IT.

o Effectively supervises the division Heads in his/her department including planning, organizing, and directing, controlling, motivating, delegating, and evaluating work products.

o Coordinates the work among different divisions.

o  Responds professionally and expeditiously to requests for administrative services

from other organizational units in the bank.

o Seeks ways to improve the productivity of the department’s operations through the

efficient use of technology, information systems, and improved management practices such as standard operating procedures, management objectives, training, and development.
o Provides effective oversight for ensuring a safe, high quality office environment and
facilities support.
o Fully develops and provides an effective system to process the country’s payments.
(National Payments System). Manages and implements modernizing ICT projects by
close working with vendors and donors.
o Adopt and manage a modern, transparent Procurement function that includes open
sourcing and well defined and published selection criteria.
o Ensures Budget rules are followed and adheres to all policies.
o Reviews internal management policies, procedures, and controls to ensure
effectiveness and support for the modernization and development program.
3- Functional & Organizational Skills
o Assess situations accurately and make decisions in a timely manner.
o Assess problem situations, identify possible solutions, and make recommendations
and/or resolve the problem.
o Must be accountable, responsible and risk averse.
o Possess initiative and solid persuasion skills.
o Possess good negotiation skills.
o Possess demonstrated modern management skills and utilize international best
practices to ensure best performance of the staff.
o Possess skills to handle multiple assignment simultaneously
4- Qualifications
Education:
o Undergraduate Degree in Business administration, Finance, Procurement, ICT,
Engineering, or related field. Master’s Degree is an added Value.
Experience:
o At least 8 years practical experience showing progressive responsible assignments
including Managerial Support experience, general service, asset management, ICT
Project management and Oracle Implementation.
Language:
 Fluent in spoken and written English and Somali
