  1. Overview

The Swiss Embassy published a tender for Third-Party Monitoring, Evaluation and Learning (TPME&L) and Accountability to Affected Populations (AAP) in Somalia. The intervention shall improve the performance of the Swiss Agency for Development and Cooperation (SDC)’s programmes to enhance stability, poverty reduction and wellbeing in Somalia. This is implemented through a Framework for Risk Governance and Adaptive Programming (FRAP) that comprises a Third Party Monitoring (TPM) system covering the provision of context and stakeholder analyses, monitoring and evaluation services, accountability to affected population, capacity building, and communication. TPM provider will work closely with a digital platform provider to be launched as a separate tender.

 

Implementation date: The estimated duration of the whole mandate is 8 years (2021-2028) with core services 2021-2024 and optional services for another 4 years, 2025-2028.

Location where the service is to be delivered: At risk regions of the Horn of Africa, mainly Somalia(including Somaliland), and progressively, on need basis, the Arid and Semi-Arid lands (ASAL) of Kenya (i.e North-Eastern Kenya) and Ethiopia (i.e South-Eastrn Ethiopia).
