INTRODUCTION
The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.
Overall purpose of the role: (1-2 sentences)
Ensure the quality of the planning, implementation and follow up of all technical aspects of the sector activities being implemented by DRC.
Sector responsibilities: Provision of physical infrastructure such as roads, bridges, community centres, irrigation systems or other community structures, facilitation and training of infrastructure management groups at community level, facilitation and funding of community development plans, initiatives for disaster risk reduction at community level. Construction of latrines, installation water points, wells and water storage.
Responsibilities: (in bullet points)
Programming & Operations
  • Ensure efficient and effective program implementation while following the budget and work plan, including conducting site assessments, developing and designing technical plans, drawings and BoQs, specifications and cost estimates for infrastructure and construction works, and provide on-site technical assistance to contractors or service providers and beneficiaries during the process of implementation, including management of construction activities;
  • Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors
  • Lead the team in carrying out monitoring and evaluation exercises
  • Ensure engagement, participation and coordination with beneficiaries and community leaders in all aspects of programme delivery, to ensure community buy-in and ownership;
Coordination and representation
  • Collaborate with relevant internal and external technical experts on sector relevant issues
  • Represent DRC at meetings with key stakeholders and other relevant technical coordination meetings at Woreda and Zonal level, and with community members and leaders
  • Ensure integration with other DRC sectors
Project development
  • Develop project plans and budgets for funding
  • Develop projects tools
  • Project implementation and reporting
  • Monitor and evaluate projects
Logistics/Finance
  • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas
  • Initiate procurements and ensure their execution

Job Requirement

Experience and technical competencies: (include years of experience)
  • Minimum 2 years of practical experience in sector area working for an INGO
  • Demonstrated experience in implementing engineering and construction projects, and knowledge/understanding of processes including tendering of works and monitoring of construction sites.
  • Excellent skill in MS Word, Excel, and PowerPoint, AUTOCAD
  • Familiarity with the SPHERE Project and Minimum Standards
  • Commitment to humanitarian principles and values
Education: (include certificates, licenses etc.)
A University degree in Civil, water resource or environmental engineering or directly related field
Languages: (indicate fluency level)
  • Fluent skills in speaking, reading and writing Somali.
  • Excellent skills in speaking, reading and writing English.
  • Strong skills in speaking, reading and writing Amharic or other local languages preferred.
