Security and Logistics Coordinator – South Central Somalia

 

Chemonics International, a leading international development organization based in Washington, D.C., seeks a Security and Logistics Coordinator for an anticipated contract. This potential five-year project will focus on development across south central Somalia, which will require strong security and logistics elements. This role will be a critical contributor to the team through the gathering of information and journey management arrangements to keep staff safe.

Position Purpose and Responsibilities

Verifies current security conditions on the ground in Mogadishu

Act as Trip Manager and ensure proper use of journey management tools to track the movement of staff

Organize logistics for staff travel (coordinate with TSA provider, security provider, make flight and hotel bookings, etc.)

Maintain contacts with journey management providers, drivers, and hotel management through south central Somalia

Coordinate with the Security Director and Office Manager(s)to ensure that the appropriate systems of communication and transport are in place to facilitate adherence to the project’s security platform

Brief staff about any changes in security levels or procedures

Undertake in-person assessments of activity venues as required in Mogadishu

Conduct periodic threat and risk assessments of operations, travel routes, and activities in Mogadishu, as directed by the Security Director.

Provide frequent situational reports and granular information updates to the Security Director in order to inform understanding of the security environment and project leadership decision-making

 

Establish and maintain relationships with national law enforcement, military, civil authorities, clan elders, community leaders, and other development projects/organizations in Mogadishu

Leverage these relationships and contacts to verify and triangulate reporting, update best practices and procedures, build project acceptance, and obtain a clearer picture of the threat(s) in Mogadishu

Immediately report all safety- and security-related incidents involving Chemonics staff and dependents to the Security Director

Coordinate and distribute security alerts to office staff via e-mail, phone, or SMS as needed

Provide training to staff in Mogadishu to advance the implementation and maintenance of security procedures, ensuring that all staff are familiar with and adhere to these guidelines

Assist Security Director with running of incident management drills

Perform any other appropriate tasks that support the overall project, as assigned by the Security Director or their designee

 

Qualifications

At least 3-5 years of relevant experience working in a related role for other international projects in Somalia. Relevant experience in arranging logistics, assessing risk, information gathering, and conducting assessments required. The candidate must be well-versed in Somali security issues, including local conflict dynamics, physical security, the role of local and international security forces, safety and security best practices, and security policy. Ability to read, write, and speak in Somali and English is required. Previous experience working with an international NGO is preferred.

 

Timing/Duration

The assignment is estimated as a life of project position, though employment contracts will be for 1 year with possible extensions.

Location

The Security Coordinator will be based in Mogadishu.

Reporting:

The Logistics/Security Coordinator will report to the Mogadishu-based Security Director. Chemonics may amend the SOW for this assignment at any time.
