  1. Background: The Federal Government of Somalia (FGS) has received financing from the World Bank through the Somalia Capacity Advancement, Livelihoods and Entrepreneurship, through Digital Uplift Project (SCALED-UP) to support a series of reforms to support stability, and to foster sustainable economic and social development in Somalia. As part of the reforms contemplated in the Project, FGS is in the process of introducing a robust, inclusive, and responsible foundational digital identification system that is envisioned to provide each resident of Somalia with unique and verifiable proof of identity. The digital ID system is expected to, inter alia, help increase access to and use of financial services, pave the way for effective public service delivery, and foster the formalization and digitization of the economy.

Information and Communication Technology (ICT) Advisor position acts as ministry’s development advisor to the ministry’s leadership focusing on coordinating assessment studies for existing ICT infrastructure and on spearheading new ICT initiatives as per the recommendations made in the OSS and ICT Capacity Assessment. Specifically, the advisor will provide a high level of consultative support on enterprise-wide information technology-based systems in relation to ensure the government can provide online public services and information for the citizens.

  1. Responsibilities: The Advisor, in consultation with MOCI senior leadership and the Office of the Registrar, will propose plans and will assist in the coordination and implementation of ICT activities at the MOCI and the Office of the Registrar. The job responsibilities:
  • The Advisor will contribute to the business registration and licensing reform process and related matters from an IT aspect.
  • This position is also responsible for review and development of ICT requirements and policies as recommended in the OSS and ICT Capacity Assessment for the ministry as well as how the ministry’s existing programs and associated projects could leverage ICT to achieve the ministry’s strategic business goals and operational objectives.

  1. Duration: The proposed duration for the assignment is twelve (12) calendar months from starts date.

 Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:

  • An in-depth understanding of Internet, Networking and communication technologies such as IP networks, VPNs, and VSAT.
  • An in-depth understanding of cloud hosting and data center technologies.
  • A good understanding of software technologies used to develop and host enterprise (and web) software systems and infrastructure requirements.
  • Experience in advising on ICT related issues to the public sector.
  • Proven ability to communicate and relate complex ideas in a way that can be clearly understood by staff without an ICT background.
  • Excellent interpersonal and communication skills.
  • Strong organizational skills and ability to meet deadlines.
  • Demonstrate strategic thinking and rigorous analytical skills.
  • Eight years of practical experience in implementing, operating and sustaining enterprise ICT systems.
  • At least three years of experience within a similar position.
  • Experience on network infrastructure and connectivity.
  • Experience in leading on ICT related projects, data centers and hosting environments.
  • Bachelor’s degree in IT, Computer Science, or other related fields.

Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

  1. 7. A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
