The Consultant/Advisor’s duration is for five months but may be renewed subject on the consultant’s performance and availability of funds. - Organization and Project Description
Somalia is at this juncture targeting to further capacitate its institutions with the view of not only to solidify the gains so far achieved in peace and state-building but to move the goal posts further by ensuring that for the first time, in three decades, the Somali citizens elect their own representatives by 2021. To realize this goal of peace and state building that is in harmony with the SDGs, the National Development Plan and the Galmudug State of Somalia (GMSS’s) Strategic Plan among other institutions, Galmudug state of Somalia aims to put in place more accountable and responsive institutions that promotes and practices inclusive politics.
The Reconciliation and Federalism Support Project (hereon referred to as REFS) has been developed in response to, and aligned with, the highest priorities of the National Development Plan (NDP), particularly as set out in Chapters II and VI. The REFS Project aims to support the Federal Government of Somalia (FGS) and the Federal State Administrations in achieving the Policy Priorities (PP) of the NDP. The REFS contribute to the goal of Inclusive Politics “Achieve a stable and peaceful federal Somalia through inclusive political processes and effective decentralization”. The project also contributes to NDP(PP) specifically PP11 “Develop a solid federal political and executive framework that empowers the federal member states to deliver services and economic opportunities to the citizens of Somalia in a secure environment”;
The purpose of this project is to support the Federal Government of Somalia (FGS) and the Federal Member States (FMS) to implement their chosen method of State Administration and Federalism process through need based political settlement, boundary delimitation and reconciliation process. The project will consolidate State formation efforts to build and harmonise the emerging federal system in the FGS and the FMS, ensuring alignment with the objectives of the New Partnership for Somalia (NPS) and the NDP. The presence of the State on the territory of Somalia is being re-established in the context of a new three-tiered federal system which includes the FGS, the FMS and district level administration. Consolidating State building process can be achieved, in part through translating constitutional provisions for allocation of powers and resources into appropriate administrative arrangements (as currently set out in Article 50; support to clarifying administrative responsibilities and the development of appropriate primary and secondary legislation; leveraging aid management and coordination of external support to support these arrangements; ensuring that the State has the operational capability to do its job; and support to reconciling interest groups in disputes concerning administrative management of the state. Ultimately the aim of the project is to support the government to establish government administrative machinery that can really begin to deliver improved services. The project will support the government to establish a governance machinery that is well-structured and well-managed, has legitimacy in the eyes of the citizens and is geared up to provide the services citizens expect.
The specific areas where the project will provide technical assistance, financial, human resources and logistical support will be provided are set out in three outputs:
- Reconciliation mechanisms established in support of Administrative Arrangements in the Federal context (regional outreach and inclusiveness, boundaries)
- Federalism is Organised, Consistent and Coherent in all Federal Member States (organisation, roles, responsibilities, powers) with the FGS
- Federal administration is enabled to improve effectiveness and efficiency (operational support, small scale works to support infrastructure, transport, essential equipment)
The objective of the project is to foster peace and stability though reconciliation and Inclusive Politics to enable citizens in participating in the political processes. The involvement of the citizens in the peace building process in a pronounced way will surely contribute a lot towards the attainment of the peace and state building goal.Further, the project’s objectives align with the FGS/FMS’s priorities in launching the national reconciliation framework development process, promoting conflict resolution and advancing state-building.
Objectives of Assignment:
The overall objective of the assignment is to lead and advicethe MoIFAR-GSS on the Reconciliationand peacebuilding activities and technical support to the Minister with research and policy review, development of reconciliation frameworks, Galmudug Regional Reconciliation Plans, and Conflict Mapping Exercises on the Ministry’s Mandates. The consultant will ensure that the functions outlined below, and the scope of work is satisfactorily carried out.
Functions/Scope of work will include:
- Support MoIFAR-GSS in conducting baseline conflict mapping analysis/assessment and peace mapping, research and coordination of data and research on conflicts and peace across the Galmudug State.
- Help set up Conflict Early Warning and Early Response Mechanism to monitor localized conflicts in all areas of Galmudug State.
- Design result-based reconciliation, and peace-building State Operational Program to ensure that the FGS and FMS are promoting uniform and consistent reconciliation and peace-building activities across the districts and that these activities match up with regional and national level efforts;
- Develop outreach and educational material for the participant of reconciliation activities
- Identify reconciliation gaps where they exist;
- Provide input to policy development and strategic advice to MoIFAR-GSS and Directorate of Reconciliation on the matters relating to social, cultural, resource and political based reconciliations;
- Recommend to MoIFAR-GSS and Directorate of Reconciliationsa Detailed Action Plans with scheduled activities that demonstrates MoIFAR-GSS’s commitment to reconciliation;
- Develop coordination process between MoIFAR-GSS and MoIFAR-FGS on reconciliation and conflict mapping strategies.
- Coordinate with the Reconciliation Department on the implementation of activities according to developed annual work plans and LoA planned Activities;
- Develop and update a matrix mapping out reconciliation activities undertaken in Galmudug State by different partners
- Assist in the preparation of annual work plans, semi-annual, and program budgets in accordance with the overall budget allocated by the donors;
- Remain abreast of conceptual basis and technical advancements for programming, more specifically in the conceptual areas related to reconciliation, peace building and state development;
- Actively participate in the strategy meetings, giving expert level technical guidance where and when required
- Work closely with elders in the region on peace building on conflicted area of Mudug and Galgadud regions;
- Design result-based reconciliation, and peace-buildingon state level and peace-building activities across the districts an Identify reconciliation gaps where they exist;
- Participate in all internal and external meetings representing where and when required
- Develop community conversation plans on reconciliation with close coordination of MoIFAR, Federal Government, Non-state actors, actors working on conflict resolution and federal Member states.
- Lead and coordinate the preparation, review and finalization of national reconciliation plans, conferences, associated meetings and research
- Ensure that gender issues are addressed in all documents and included in trainings/meetings, Workshops and all other issues related to reconciliationas per UNDP’s LoA.
- Lead and coordinate the development of state level reconciliation forum/bodies public administration grievances mechanism with the coordination of MoIFAR-FGS and non-state actors.
- Provide technical assistance and other support to non-State actors/ elders, and other community leaders on conflict management and community problem solving including conflict management training and awareness, support to community reconciliation efforts and reconciling interest groups
- Support the legal drafting for national truth and reconciliation commission with coordination of MoIFAR-FGS, FMS, no-state actors/civil society organizations
- Provide a written monthly report with regard to progress against the abovementioned duties, including updates on various conflict drivers.
- Actively participate in the strategy meetings, giving expert level technical guidance where and when required;
Expected Outputs and Deliverables
- An overarching framework and strategy for Reconciliation with well-defined desired end-states for each priority area
- Implementation plan supporting the roll out of the Galmudug reconciliation framework
- Detailed one-year action plans setting out existing and planned activities, roles and responsibilities of different actors, timelines.
- Drafting and rolling out Galmudug national truth and reconciliation commission policy and mandate.
- Drafting and finalization of reconciliation Action Plan (RAP) with scheduled activities
- Development of one-year Galmudug community conversation plan for Reconciliation and peacebuilding.
- Monthly reports and briefing for MOIRFA for progress made, challenges encountered, and corrective action proposed.
- Develop Concept Notes and Research Papers related to Galmudug Regional Reconciliation Plans and Conflict Mapping Exercises/Assessments.
- Reports to be provided:
- Monthly report for completed activities and deliverables with documents developed, training and workshop reports.
- Quarterly Narrative report.
- Semi-annual and final reports
- Provide any other quick updates/reports requested by the UNDP Project Team
Institutional Arrangement
The consultant shall work under the direct supervision of the Minister of Interior, Federal Affairs and Reconciliation of Galmudug State of Somalia. Achievement of deliverables will be approved by the Minister. Payment will be made upon certification of the Minister of time sheets for actual dates of work and consultant performance in accordance with activities and deliverables as reported in the activity report.
Duty Station
Duty station of the consultant will be at the office of the Ministry of Interior, Federal Affairs and Reconciliation of Galmudug State of Somalia in Dhusamareb.
Required Qualifications and Skills:
- Master’s degree in social science, conflict resolution, governance or related field.
- at least 5 years of proven professional experiencerelated to reconciliation, peace building, conflict resolution and state-building.
- Specific experience in carrying out the tasks described in this TOR;
- Prior work in Galmudug area is highly desirable and firm understanding of Somalia context.
- Fluency in English and Somali language
