Brief Introduction:
Somali Reintegration Programme
Since 2015, GIZ, with funding from the Federal Ministry of Economic Cooperation and Development (BMZ), has been implementing the project ‘Somali Reintegration Program (SRP)’ in Kismayo District of Lower Juba Somali, in cooperation with the Somali Ministry of Interior and Federal Affairs. The project’s objective is to improve the livelihoods of returnees, internally displaced persons and the local population in Kismayo. The project works in 5 fields of action.
Urban Food Security Project
In May 2017, the Federal Ministry of Economic Cooperation and Development (BMZ) commissioned GIZ to implement a transitional aid project “Drought Recovery Project”, (now the GIZ Urban Food Security) under the “Food security in the Horn of Africa, drought response measures in Somalia”. The aim of the project is to create conditions for an improved nutritional situation of the household in the new settlements in Kismayo.
Fish for Nutrition Project
GIZ was commissioned by the German Federal Ministry of Development and Cooperation (BMZ) to implement the Fish for Nutrition Project (FNP) in 2017. The objective of this fishery project is to improve the food and nutrition security of voluntary returnees, internally displaced persons and vulnerable people in Kismayo, Somalia, and runs until 2021.
Responsibilities
coordinate the Monitoring and Evaluation activities for the Kismayo Portfolio, Constituting of the three projects currently in implementation
He/She will be responsible for the knowledge management as well as the coordination of relevant surveys and studies.
He/she will develop an appropriate Monitoring-system, including the M&E plan to measure the level of achievement for impact, outcome and output indicators for all three projects and work with the respective Project Officers in the implementation of the system (also on the job training). This includes development of formats that will be used to monitor implementation of activities and achievement of indicators (partly as computerised) as well as regular site monitoring.
B. Tasks
The Monitoring Coordinator performs the following tasks under the supervision of the Program Coordinator in Kismayo, and the Programme Manager based in Nairobi.
Result based monitoring
Develop monitoring plans for all three projects.
Develop monitoring formats, partly computerised/ web based (ie KOBO) for all three projects
Provide guidance and training in monitoring of activities to the field teams in Kismayo on the basis of collected and collated information and/or data for all three projects
Coordination for regular and timely submission of monitoring documents in cooperation with project officers
Ensure quality of data provided by the team members
Facilitate team meetings linked to or connected with M&E
Carry out M&E site visits in the field in accordance with the requirements of monitoring plans
Assist in ensuring editing and coherence of different project documents
Together with the Project staff, Support partners when undertaking surveys.
In collaboration with Technical Staff, advice technical staff and partners on beneficiary selection criteria.
Work closely with the Technical team in consistently reviewing project Results Matrix and work plans and ensuring it is up-to date and progress tracked.
To conduct client satisfaction survey for each of the 3 projects once a year to ensure projects impacts, progress and way forward
Closely monitor and review reports from consultants conducting surveys and assessments.
Reporting on operational results
Documentation of monitoring information on ended projects. Report on sustainability and lessons learned
Assist team in documentation of monitoring information on ongoing projects
Work with communications officer in the Compilation of success stories
Produce documents and reports ad hoc, quarterly and yearly on the status of operational results as per the project requirements
Prepare quarterly statistical information
Regularly take progress pictures and file them appropriately
Facilitate quarterly and annual planning meetings for all three projects
Knowledge Management
Knowledge management, data bases on cooperation partners, general statistics and filing
Add relevant monitoring data to the GIZ web-based monitoring tool(s) and other databases
Collection and processing of information and data about the programmes measures and results for communication purposes.
Prepare appropriate input to various programme reports and publications
Evaluation
Assist the Programme manager and Project Coordinators in designing, coordinating and conducting project evaluations (mid-term and end term) for all three projects
Assist the Programme Manager and project coordinators in conducting project/program data reviews for all three projects
Analyse collected data using statistical software
Other duties/additional tasks
Perform other duties and tasks at the request of project coordinator.
C. Required qualifications, competences and experience
Qualifications and Experience
University degree in social sciences, Statistics, International Development or related subject focussed to the programme result areas ( and with a special emphasis on M&E);
At least 7 years Extensive working knowledge on M&E extensive knowledge of and experience in statistical analysis and interpretation, and have experience using various statistical packages, including, but not limited to SPSS, Stata, SAS, Excel, Epi-info.
Minimum 7 years professional experience working with transitional aid or development-oriented organization (s).
Knowledge on IT-based/Management Information Systems for M&E
Other knowledge, additional competences
Very good working knowledge of ICT technologies (related software, phone, email, internet), Excel and other computer applications (e.g. MS Office);
Strong organizational and management competences;
Strong communication skills, good interpersonal skills and a willingness to cooperate effectively with colleagues;
Pro-active, independent and flexible attitude;
Precise, punctual and efficient behaviour;
Willingness to be permanently based in Kismayo
Eager to learn M&E within the given standards and tools of GIZ.
Proficient in English and Somali languages
